  5. CONTENTS OF A STRATEGY • Must not be prescriptive • Strategic framework rather than a strategy • Built from strategies of sector stakeholders (‘bottom up’ approach) • Other strategies (which are co-ordinated) • Some other strategies are not sector specific

  6. PROCESS TO DEVELOP • Collect existing strategies • compare goals, purposes, result areas • identify areas which need co-ordinating and gaps • suggest refocus to achieve better alignment

  11. Water islife, sanitation is dignity All people living in South Africa have access to adequate, safe and affordable water and sanitation services, practise safe sanitation and use water wisely. Water supply and sanitation services are sustainable and are provided by effective and efficient institutions that are accountable and responsive to those whom they serve. Water is used wisely, sustainable and efficiently in order to promote economic growth and reduce poverty Draft White Paper on Water Services

OBSERVATIONS • A number of the visions go beyond the water services sector - DWAF strategic plan, WRc, NCWSTI • Most of the vision statements are incorporated explicitly or implicitly within the draft White Paper vision • The draft White Paper vision does not include reference to the African Renaissance or Civil Society

  17. OBSERVATIONS • all MTSO covered except combating crime and corruption (GAP?) • Little on African Renaissance (GAP?) • Many strategies contribute to each MTSO (DUPLICATION?) • Some objectives do not fit easily under the MTSOs • Should we define WS Sector specific KFAs as linked to MTSOs?
