  2. Structure Materials • Suppliers - What’s good or bad? • Pre- qualification – Can there be more? • QC/QA Paperwork - • Shortage of Materials and Suppliers

  3. What is good or bad as a supplier for Caltrans? • Is payment timely? • Are specifications consistent? • Would additional material indexing on long-duration projects reduce risk and cost? • Have new specifications impacted suppliers?

  4. Pre qualification • What procedures should be pre-qualified? • CIDH, Welding, Yellow Paint Removal? • What materials should be pre-qualified? • Concrete, asphalt, rock, cure? • What plants/shops should be pre-qualified? • Sign structure fabrication, pipe pile, light and signal poles?

  5. QC/QA Paperwork • Caltrans is moving toward the contractor being responsible for quality assurance. • Caltrans is moving away from method specifications and moving toward performance specifications.

  6. QC/QA Paperwork • Caltrans materials release process “Tagging” • Timing • Transfer Between Projects • Certificate of compliance to allow acceptance on site

  7. QC/QA Paperwork • Are requirements clear? • Is there too much paperwork required? • Is the ownership of the acceptance clear? • Which materials or operations do contractors want to provide QA?

  8. Shortage of materials and suppliers Why? • Because Caltrans is not the owner of choice? • Because the volume of work available nears the maximum capacity of suppliers? • Limitations on raw material?

  9. WHAT ARE THE ISSUES? • Late payment • Late material delivery • Incorrect QA/QC paperwork • Acceptance concerns
