  2. 1. Felony vehicle stops A. Introduction (1) Definition “The stopping of a vehicle which the officer(s) have advanced knowledge or reasonable cause to believe was involved in a felony crime or contains a felony suspect.” (a) Requires more than suspicion /hunch

  3. (b) Requires maximum alertness (2) When felony stop procedures = followed - safety /compliance are high B. Planning your stop - begins at time you received the call (1) Notify dispatch immediately on sighting - give direction of vehicle - give description = vehicle make /color - number of occupants in vehicle

(2) Coordinate /direct back-up units - your considered the primary officer - advise others streets to use /to intercept - keep notified of any change in direction (3) Distance from car /appropriate response - do not stop until you are ready - consider: lighting /bystanders /cover (4) Be in control = but be prepared for: - vehicle pursuit /foot pursuit /firefight /etc - prepare equipment = shotgun /AR 15

  5. (5) Whenever possible = wait for back-up - get all available information C. Making the stop (1) Notify dispatch = ask for radio silence - direct back-up vehicles - watch occupants (2) Use cover = weapon pointing at target - use “curtain of light” - contact and cover movements

  6. 2. High risk vehicle stops A. More than a traffic stop - less than a felony stop - reasonable suspicion: pose threat to officer (1) Examples: - display of weapons while driving - known = criminal /gang member /etc. - plates do not match vehicle - outstanding warrants - gas drive-off

  7. (2) Plan /position /and stop - take actions as if felony stop - at least one back-up officer (3) Assume semi-ready position - stay behind vehicle door - hand on weapon /in hand - not pointed at occupants /vehicle (4) Use “contact and cover” procedures - separate /interview separately - de-escalate as situation dictates
