  2. Plan Contents • Statement of purpose for each monitor • Evidence that siting and operation meet requirements of App. A, C, D, and E. • Public Inspection – 30 days – Strongly encourage Public Notice/Comment • Part 58.10(d) – Assessments every 5 years – First one due July 1, 2010.

  3. Plan Contents • AQS Site ID • Location – street address, lat/long • Sampling and analysis method(s) • Operating Schedules • Any proposals to remove or move site within 18 months

  4. Plan Contents • Monitoring Objective and spatial scale • Identification of suitable and non-suitable sites for comparison against annual PM2.5 NAAQS • MSA, CBSA, CSA or other area represented • Submittal/Approval dates of QMP’s and QAPP’s

  5. Plan Contents • Clearly identify all changes requested • Planned site/monitor closures • Changing monitor type (SPM to SLAMS or SLAMS to SPM) • Planned site/monitor start-ups • Etc. • Either up front as part of a network summary or as an appendix

  6. Minimum Requirements • Ozone • 40 CFR Part 58 Appendix D Table D-2 • PM10 • 40 CFR Part 58 Appendix A 3.1.1 • 40 CFR Part 58 Appendix D Table D-4 • PM2.5 • 40 CFR Part 58 Appendix D Table D-5 • Collocated requirements

  7. PM2.5 Sampling Frequency(applies to SLAMS) • 1 in 3 day schedule w/o a collocated continuously operating PM2.5 monitor • For SLAMS PM2.5 with both manual and continuous PM2.5, may obtain approval for a reduction to 1 in 6 day PM2.5 sampling or seasonal sampling

  8. PM2.5 Sampling Frequency(applies to SLAMS) • 1-in-3 day sampling frequency • Sites with design values within ±10% of the NAAQS; • and sites where the 24-hour values exceed the NAAQS for a period of 3 years

  9. PM2.5 Sampling Frequency(applies to SLAMS) • Everyday sampling frequency • Sites with design values within ±5% of the NAAQS; • Values between 34-36 ug/m3, inclusive • Applicable only to the maximum 24-hr design value site within a particular area, not all sites in that area.

  10. PM2.5 Sampling Frequency(applies to SLAMS) • NCore PM2.5 • Manual PM2.5 samplers at NCore stations and required regional background and regional transport sites must operate on at least a 1-in-3 day sampling frequency.

  11. PM2.5 Continuous Collocation Requirements • 40 CFR Part 58 Appendix D 4.7.2 • Maximum number is 2 per area. If an area is required to have one or two PM2.5 FRM, then it’s also req’d to have one PM2.5 continuous. If an area is req’d to have three PM2.5 FRMs, then it’s also req’d to have two PM2.5 continuous.

  12. PM2.5 Collocated Sampling Procedures • 40 CFR Part 58 Appendix A, 3.2.5 • 15% of the agency’s PM2.5 network (for each method and at least one site) should be collocated • these sites must be collocated with a monitor having the same EPA FRM method designation. • In addition, for those sites using FEM methods, 50% designated for collocation must be collocated with an audit monitor having the same method designation and 50% with an FRM audit monitor.

  13. PM2.5 Background/Transport Sites • 40 CFR Part 58 Appendix D, 4.7.3 • There may be multiple sites in a state with this monitoring objective; there may be only one. • Listing these out separately in the plan would be helpful, otherwise please make sure these are clearly identified.

  14. PM10 Collocation Requirements • Fifteen percent of the agency’s manual PM10 network (at least one site) should be collocated and these sites should be among those measuring the highest 25 percent of the annual mean concentrations. • This pertains to each sampling method.

  15. Spatial Averaging • 40 CFR Part 58 Appendix D, 4.7.5 • 40 CFR Part 50 Appendix N, 2.0(b) • In order for EPA to approve spatial averaging for any area, the requirements above must be satisfied. • The burden is on each respective agency to show that these requirements are met for the time period under consideration.

  16. National Core Multipollutant Monitoring Station (NCore) • 40 CFR Part 58.10(a)(3) • The plan for establishing required NCore multipollutant stations shall be submitted to the Administrator not later than July 1, 2009. • The plan shall provide for all required stations to be operational by January 1, 2011.

  17. “What do we measure at NCore?” • 40 CFR Part 58 Appendix D 3(b) • The NCore sites must measure, at a minimum, • PM2.5 particle mass using continuous and integrated/filter-based samplers, • speciated PM2.5, • PM10–2.5 particle mass, • speciated PM10–2.5, • O3, SO2, CO, NO/NOy*, • wind speed, wind direction, relative humidity, and ambient temperature.

  18. Air Quality Index (AQI) • 40 CFR Part 58.50 • The State or where applicable, local agency shall report to the general public on a daily basis through prominent notice an air quality index that complies with the requirements of appendix G to this part. • MSA > 350,000 • The population of a MSA for purposes of index reporting is the most recent decennial U.S. census population.
