  • Established 2004

  • 44 local government members

The regular collection of specific information about the efficiency, quality and effectiveness of government programs and services.”

The FBC utilizes the service efforts & accomplishment (SEA) reporting framework of the Governmental Accounting Standards Board (GASB):

  • Outputs – quantity of service or product produced

  • Quality – of the service or product produced

  • Outcome – the results, accomplishments, impacts

  • FY06—Eight services:

    • Code Enforcement (CE)

    • Fire/Rescue (FR)

    • Human Resources (HR)

    • Parks and Recreation (P&R)

    • Planning/Growth Management (PG)

    • Policing (PO)

    • Road Repair (RR)

    • Stormwater/Drainage Maintenance (SD)

  • FY07—Four services added:

    • Fleet Management (FM)

    • Information Technology (IT)

    • Purchasing (PU)

    • Water/Wastewater (WW)
