    1. Cost of P-RNAV Modifications As addressed at Terminal Airspace RNAV Workshop 4-6 Nov’03

    2. Meeting P-RNAV Requirements Large percentage of aircraft fleet operating into ECAC Terminal Airspace already P-RNAV compliant, i.e. no modifications required. (see presentation by R Croft - available on this CD-ROM) Practically all other aircraft: modifiable to meet P-RNAV requirements. Cost of modification: important consideration for aircraft operator. Benefit of P-RNAV modification? Where is the Cost-Benefit Analysis (CBA)?

    3. Cost of Modification? At the Workshop one presentation suggested cost per aircraft to be approximately 0.5 M€. Cost very dependent on aircraft type and current equipage. Industry suggested that modifications towards P-RNAV compliance significantly less, and examples of 15 k€ were mentioned. Aircraft Operators should contact industry for quotations. Operator considerations to obtain P-RNAV approval dependent on the airports it operates into (P-RNAV procedures?) and to what extent it wants to take advantage of the on-board RNAV capabilities and available Terminal Airspace RNAV procedures (alternative: conventional procedures).

    4. Cost-Benefit for P-RNAV? P-RNAV is enabler for Terminal Airspace RNAV operations. Benefits of Terminal Airspace RNAV operations are recognised (fuel, workload, capacity), and have lead to introduction of RNAV procedures in Terminal Airspace. European consistency (safety!) in Terminal Airspace RNAV operations and appropriate RNAV approval requirements: P-RNAV is a major element. Alternative: conventional (non-RNAV) Terminal Airspace procedures ? Not option for airports where RNAV procedures already in use because of RNAV benefits. Cost-Benefit Analysis is basis for RNAV procedures in individual ECAC Terminal Airspace; P-RNAV is the enabling/supporting approval requirement.
