COUNCIL ONSTANDARDS AND CERTIFICATION • Conformity Assessment responsibilities • Overall policies governing the operations of accreditation and certification • Approval of initiating and sunsetting of programs • Approval of BCA membership • Annual evaluation of S&C programs and activities • Final level of appeal (BHA) ASME S&C Training Module B3

STANDARDS COMMITTEES • Responsibilities • Create or act as Accreditation and Certification Subcommittees • Approve personnel of Accreditation or Certification Subcommittees • Approve standards containing criteria upon which accreditation or certification action is considered • Recommend BCA approval of Accreditation or Certification Subcommittee Procedures ASME S&C Training Module B3

ACCREDITATION and CERTIFICATION COMMITTEES • Responsibilities • Approve the issuance, renewal, extension, revision, and withdrawal of Certificates • Review and evaluate deficiencies, non-conformities, or alleged violations • Recommend program changes • Prepare committee procedures for BCA approval ASME S&C Training Module B3

ASME DESIGNEE & CONSULTANT Definition—Designee An individual authorized by ASME to act on its behalf for the purpose of performing reviews, surveys, assessments, audits, surveillances, investigations and examinations of organizations or persons holding, or applying for, accreditation or certification in accordance with the ASME Code or Standard Definition—Consultant An ASME Designee under contract to ASME ASME S&C Training Module B3

  18. ASME DESIGNEE • May be • An individual or employee of a non-profit organization or government agency • An individual who is not employed by the organization being reviewed and does not engage in work of a conflicting nature • May not be • An employee of the organization’s AIA • An employee of a Certificate Holder (or applicant) under the same conformity assessment program • An ASME employee engaged in related work • A member of the BHA • An individual having a financial interest in the organization ASME S&C Training Module B3

  19. ASME DESIGNEE • Certification • Accepted by the BCA Committee on Designees based on criteria approved by BCA. ASME S&C Training Module B3

ASME DESIGNATED ORGANIZATION Definition • An organization designated by ASME to perform administrative functions defined in ASME Codes and Standards • Example: The National Board of Boiler and Pressure Vessel Inspectors is a Designated Organization which offers: • Examinations for ASME Designee as a BPV Team Leader • Pressure Relief Device and Testing Laboratory Reviews • And may conduct Team Leader Seminars for Continued Certification. This function is also performed by ASME. ASME S&C Training Module B3

  21. ASME DESIGNATED ORGANIZATION • Authorization • Designated by ASME through an agreement based on ASME accepted criteria ASME S&C Training Module B3

STAFF • Duties (continued) • Direct, coordinate and provide administrative support for ASME Consultants and Designees • Coordinate investigation of non-conformance by Certificate Holders • Investigate improper use of ASME marks • Coordinate activities with other organizations • Provide staff operations and quality manuals • Assure confidentiality ASME S&C Training Module B3
