  6. Background • An evaluation (2001) of the Council showed the lack of forward studies as policy instrument • Several national scenario studies, but no study related to research and knowledge production • The need for more open and dialogue based methods of working in researsh priority setting

  7. Objectives • Increase quality in processes related to long term priority setting • Develop a national foresight platform • Identify key areas for new knowledge • Partnership and participation: Develop open and inclusive methods of working

  8. The foresight framework • Relate to existing processes for planning and priority setting • Broad partnership: Private, Public, Research Community • Foresight to be used systematically within a limited area of Council activity and national priorities

  10. New White Paper on research – ”Commitment to research” • Norway is to become a leading research nation • Total R&D expenses 3% of GDP by 2010, of which 1% from public sources • The fund for research and innovation to reach NOK 50 bill. by January 2006

  12. Organisation and funding • Funded by the Council • Project groups etablished in the Council • Each project supported by a national network of key actors • Strong contacts to foresight initiatives in other countries, EU and OECD

Deliverables from the project • Overview of International developments and trends • Improved understanding of the state of art • Status of R&D in Norway • The study to be used as input to: • Strategic policy and priorities in the RCN • Planning of next phase for the large programme • Other effects of the project: • New networks • Transparency and dialogue in strategic processes • Increased quality in processes for priority setting.

Deliverables cont… Crossroad 21 – A National Conference • Presenting the five projects and focusing on priority setting, dialogue and interdependence. • 3rd of May 2005 The Synthesis Report • A report on the future needs to promote interdisciplinary Research and Dialogue between Science and Society • To be published November 2005

Follow up on the foresight projects • Policies and action plans on generic technologies as Biotechnology, ICT and Material technologies • Internal and external evaluation • Cross-cutting Science Policy Issues: Interdisciplinary Research and Dialogue between Science and Society. The Synthesis Report • Working out the future RCN platform on using foresight as a tool for strategic dialogue and planning. • Acting at external dialogue-arenas created by the foresight reports.
