The photo was taken at the US Capitol Building in Washington, D.C. They were present because a Senate debate on the Civil Rights Bill was occurring that day.

Each race can teach in ways that only members of their own race can. If this is done sincerely, whites and blacks will actually be working together despite the appearance of working separately.
