  3. Agriculture Development Strategy • ADS includes • 20 years vision with • A 10-year Action Plan and Roadmap • Based on an assessment of the current and past performance of the agricultural sector Overarching policy framework after Agriculture Perspective Plan (APP)

ADS: Departure from APP APP • Growth Led development strategy • Green revolution perspective (Concentration on few priorities) • Government Led • Process oriented (inputs-outputs-impacts) ADS • Welfare based growth strategy • Sustainability perspective (Extensive and all inclusive) • Government –Farmer Groups/Cooperatives-Private sector engagement • Program oriented (flagship, core and other)

Why ADS • Need for an agriculture based strategy after APP Position of Agriculture sector and its impact on overall economy • Contribution to GDP, employment and livelihood • Income effect, participation effect and multiplier effect • Graduating to Developing Country status by 2022 • Wider consultation • Early signs of development partners’ resource commitment for its effective implementation • Departures: Strengthening farmers' right,Trust fund, Flagship programs, Farmers commission, Primary beneficiaries stake on policy process, Voucher system…… • ADS is country agricultural development strategy ( not only MoAD’s strategy)
