  1. INTRODUCTION TO THE YOUTH POLICIES DEPARTMENT OF CGIL AND ITS CAMPAIGN “GIOVANI NON + DISPOSTI A TUTTO”

  2. A short intro to CGIL: CGIL, the Italian General Confederation of Labour, is: • the oldest Italian union (founded in 1908); • the most representative, about 6 million people membership (workers and pensioners); • with a double structure: 13 workers federations and 134 regional and local sections (camere del lavoro) all over Italy. In 2009 a Youth Policies Department was created at national level in order to raise awareness about youth policies in our country and also at regional level and in many National Workers Federation (including FP, the National Federation of Public Workers).

  3. The Youth Department of the CGIL: • works with the National secretary in charge of Youth Policies; • organises events and initiatives about the youth condition in Italy and about the labour market; • collaborates with the different Federations on the implementation of specific strategies in this field; • launched a Youth campaign in order to raise awareness about the condition of young people in the labour market; • meets once a year in a National Gathering and several times a year in specific meetings with all youth representatives at local level.

  4. The principal activity of the Youth Department was the launch of the Campaign NON+: Giovani Non Più Disposti a Tutto (young people not anymore ready for everything) The main message of the title of this campaign is to underline that young people should not be ready anymore to accept the humiliating conditions to access the labour market and the precarious jobs that are offered to them and which do not allow them to build their own present and future. The campaign was addressed not only to CGIL itself and its representatives and delegates at all various levels in order to increase awareness inside the confederation, but also to the general public.

In Italian the expression Saint Patience is an exclamation inviting to be patient. By the slogan Santa Impazienza we meant the impatience of young people in our country to have decent work and life conditions now. The gathering was attended by young workers, delegates, youth policies representatives, students organizations who daily collaborate with CGIL. Workshops and debates with external guests have taken place and a final report was produced after the event.

In the following days the NON + symbol was stuck to the posters for the second phase of the campaign. The objective is to say that young people are not accepting such jobs anymore! 4. The new website www.nonpiu.it is launched and the campaign unveiled. Thousands of comments are posted on the wall of the website.

  10. PRESENTATION OF THE CAMPAIGN A flash mob was organised in front of the Parliament and a press conference with CGIL Secretary General unveiled that the campaign organisers was the Youth Policies Department of CGIL.

  11. NATIONAL DEMONSTRATION IN ROME - 2010 The Youth representatives of CGIL participated in the national rally in Rome on November 27, 2010. The title of the demonstration was: “Future belongs to young people and work” and was organised by CGIL in order to raise awareness about youth unemployment and the absence of a political strategy to tackle it.

  12. PRECARIOUS SANTA – DECEMBER 2010 In December 2010 the youth delegates of CGIL disguised as Santa Claus distributed leaflets in the most crowded shopping streets in Italy in order to raise awareness about job exploitation of sales assistants in that particular period.

  13. NO MORE FAKE INTERNSHIPS (NON + STAGE TRUFFA) February 2011 A specific campaign on internships/traineeships was launched in order to prevent illegal use of internships. Ironic ads were posted on the web and appeared simultaneously on the walls of 14 differentlocations in thewhole country: “Big supermarket offers unpaid one-year internships for interns ready to collect nothing”; “Prestigious theaters search for trainees with priceless ideas”, andothers…

  14. COMMITTEE AGAINST PRECARIOUS JOBS AND DEMONSTRATION 9 APRIL 2011 The Youth Policies Dept. Of CGIL becomes a member of a national committee against precarious condition of life and work. the members of this Committee are youth groups of political parties, students, free-lance workers associations, and interns associations. The national demonstration “Our time is now. Life won’t wait” on April 9, 2011. Thousand of young people participate in the events throughout the country.

  15. GENERAL STRIKES – MAY AND SEPTEMBER The youth policies groups in all regions continued working together and organised the participation of young workers in the two general strikes against the policies of the government in terms of crisis which took place on May 6 and September 6 2011.

  16. 2° NATIONAL GATHERING “OUR TIME IS NOW” TUSCANY - JULY 2011 The gathering was attended by young workers, delegates, youth policies representatives, students organizations who daily collaborate with CGIL and took place in Pisa in July 2011. A debate with young leaders from Egypt, Tunisia, Spain and Italy was organized in order to share the different mobilizations that were taking place at that time in the Mediterranean area (indignados, Maghreb and Mashreq youth representatives). Representatives of the 9° April Committee participated in the event in order to keep collaborating with these associations.

  17. NATIONAL DEMOSTRATION OF PUBLIC WORKERS ROME – 8 OCTOBER 2011 After the general strike, the public workers federations of CGIL (FP and FLC - school and universities workers) organized a demonstration in Rome to fight against the austerity measures of the government which were approved by the Parliament with budgetary cuts to the public sectors. Before the day of the demonstration a specific campaign aimed at precarious workers in the public sector was launched. Precarious workers are the main victims of austerity measures in the funding to public service and in particular cutting precarious jobs. The slogans of the campaign focused on the pride of being public workers, even though on a temporary basis. “The State is myself!” The contribution of precarious workers ensured the existence and functioning of public services in many sectors, including education.

  18. “RIGHTS. NO MORE WORDS” CAMPAIGN DECEMBER 2011 The campaign “Rights. No more words” against precarious jobs was launched with a flash mob. Amateur cooks offered people dishes full of the worst clichés about work and young people. We wanted to show our disapproval against rhetoric on young people and on precarious jobs. Precarious jobs won’t be defeated with rhetoric but with: • Social security; • Rights; • Trade union rights; • Collective agreements. After the launch of the campaign CGIL youth departments organised meetings to present and discuss the proposals of CGIL to overcome precarious jobs and other initiatives in many Italian cities.
