  1. HORTNET- Salient Features • Planning : Based on the farmers registrations and the actual physical progress, physical targets can be fixed or revised at National, State, District and sub-district levels. • Budgeting :Allocation of Financial Budget and fixation of targets at National level. SHMs can fix district targets and budget allocations. District level officials can further make sub-allocations. • Scheme Monitoring : Against the plans and budget releases the financial and physical progress of the scheme can be monitoring at State, District and Sub-district levels. • Performance Review : Based on the data reported, the performance of the officials and stakeholders can be monitored. i.e., who is reporting in time, who has send partial reports, who is not reporting at all etc., with appropriate dashboard. • Beneficiary level Impact tracking: Farmer registration and updations of the farmer data w.r.t to the benefits accrued and other events, Hortnet facilitates drilling down of the reports up-to the farmer level. • Technologies & Other benefits– Intranet, Internet, Mobile, GIS, Multi-media, Local Language ,Multi-tenant support to be used for all the schemes of the ministry. Facilitates building farmers National Level Database.

WORK FLOW AUTOMATION SYSTEM • Online Support • Online Filing / Tracking of Applications • Generation of Acknowledgements • Counseling ,Approvals at various levels • Scheme Filing • uploading of documents • Generation of Unique Beneficiary ID Cards • Generation of Scheme Wise Subsidy and Input • Estimate Generation & proceedings & issue of Permits • Technical / Admn approvals • Work Progress Monitoring • Payments. • Farmer Centric: Grievance Monitoring & Redressal Local Language Support & Customisable Proposed in Phase-II: • Payment gateway for Electronic Transfer of Funds • To be extended as HORTNET single sign-on for Horticulture, Agriculture & Allied Department • Online and Mobile based Alerts. • Biometrics Present Status Rolled-out Country-wide. • Training completed in all states. • Total of approximately 56435 farmers have registered in 2012 and 2600 in 2013-14 (Gujarat)

  3. This form will facilitate the State Level Planning Officer to monitor the progress of schemes against targets for taking appropriate measure like re-allocating the targets etc.
