Project Description SARA-Screening Admissions and Releases Application: • Integrates compliance with state statutes and federal reporting • Develops a mechanism for the equitable and consistent screening of children referred for detention statewide • Provides real-time tracking of children in detention statewide which can be shared across agencies • Ensures flexibility of design so the system continues to meet changing needs of criminal code statutes and tool validation • Remediates deficiencies in process and information driven by continued use of an interim applicationwhich was designed as a data collection tool when JDAI initiative launched (July, 2003) • Current stand alone Legacy system exceedingly over-extended and currently supports 24 x 7 risk assessment determination for children statewide (except Bernalillo County

Background • Multi-Agency Investment and Return • CYFD - Juvenile Justice Services (CYFD/JJS) • Bernalillo County Juvenile Detention Center (BCJDC) • Juvenile Justice Advisory Committee (JJAC) tied with Association of Counties • Annie E. Casey Foundation (AECF) • Each partner will benefit from the objectives • Reduced cost of software modifications • Reduced demands on staff for manual monthly reporting for OJJDP • Accountability for mandatory reporting • Constituent Benefits: • Reduced length of stay in detention • Expedited case handling • Quick connection with alternatives to secure detention and community services

  6. Project Funding • FY08 – Development – One Time Only Costs • FY09 – Maintenance – Recurring Costs • Projected hosting costs will be paid from JJS budget

Why SARA? • Program Infrastructure • Reduction of risk for public safety through unified tracking of client history and outcomes regarding detention and non-secure alternatives will support a safer New Mexico and assure indiscriminate decisions regarding children • The JDAI initiative was launched in FY04, rolled out statewide in FY05 and moved from an initiative to a business process in FY06 ??? • Program Evaluation • Monitoring impact and outcomes of the investment in non-secure alternatives as well as identifying gaps and re-deployment of resources in local communities creates additional burden at the local and state level • State and local steering committees need utilization patterns to make informed data drive decisions • BCJDC and CYFD maintain their own applications for screening juveniles. • Costs for modifications are duplicated. • Consistency in screening is compromised • The mechanism for tracking juvenile admissions and releases from detention is manual, paper-based, after the fact. • The ability to preserve private and federal grant funding depends on reporting.

Project Management - Functional • System development methodology to ensure system meets business objectives • Designated Project Manager/Contract Monitor and Project team for requirements through implementation • Function requirements completed (April 2007) • Request for Proposals/Review (May/June 2007) • Review of technical qualifications/clarification of functional requirements (June 2007) • Use of IV-V for Project • Draft contract and scope of work completed (7/13/07) • Vendor request for proposal begun (7/16/07) • Selection of vendor/contract award (by end of July – contingent on project approval)

Project Management - Vendor • Project Management methodology as per PMBOK (Project Management Body of Knowledge) guidelines, ensures systematic and complete control on planning, execution and delivery. • Mature system development process complies with SEI-CMM standards, ensuring project and product quality. • Proven software development and delivery track record - Meets User Defined Requirements - Implemented on Time and within budget • Use of IV-V for Project - Contract template created - Contract will be in place for this project
