Vision of SG CM SEE • Assessment of the situation in the South East European Region through enhanced international co-operation, especially with institutions located in or close to the region of interest. • Strategic research on an academic level supplementary to the practical work done in the region. • Giving support to the improvement of networks in the field of security policy and helping to create a peaceful, strategic community in the South East European Region.

Second REICHENAU Workshop Multiethnic State or Ethnic Homogeneity Development in South East Europe: From the collapse of multiethnic state structures in the 90s to the creation of predominately nation states Phenomena of the 21st century (globalisation, power politics, confederation/federation of states etc.) Status of unfinished peace processes in South East Europe Key elements for the continuation of these processes: • Integration • Democratisation • Logic of inclusion Sustainable peace leading to sustainable states

What is your personal viewpoint on the possible development of the crisis in Macedonia? 2. What concrete measures do you suggest should come from the international community (EU, NATO, OSCE...)? 3. What can the Macedonian government do to deescalate the situation? 4. What can the neighbouring countries do to help in the crisis?

Is the finalisation of the disintegration process within the Former Yugoslavia region a precondition for a renewed regional co-operation and integration into European structures? Interdependence ofMultiethnicityandEthnic Homogeneity is linked toStabilityandSecurity = Central Issues to South East Europe = Central Issues to the broader region of Europe

Second REICHENAU Workshop Multiethnic State or Ethnic Homogeneity Workshop results: • Workshop marked the change from the structural-organisational development of the WG to actual issues • Central issue with parallel observation given to two current security-political problem areas (Macedonia, Kosovo-FRY) • Progress from security-political country studies to a thematic approach on actual issues • Continuation of the discussion plus spill-over effects to political side

TIRANA Workshop Building Stability in Weak States • Conference:Building Stability in Weak States • in TIRANA, ALBANIA • 10-11 November 2001 • 20 participants • SG CM SEE in co-operation with the Albanian Institute for International Studies, TIRANA • 6 sessions with 2-4 presentations of case studies • Publication upcoming, printed and distributed by the National Defence Academy, VIENNA, deadline: April 2002

Work Programme for 2002 Third REICHENAU Conference May 2002 • Conference The Stability Pact for South East Europe - Dawn of an Era of Regional Co-operation? • in REICHENAU, AUSTRIA • 09-13 May 2002 • 46 participants • in co-operation with the Special Co-ordinator of the Stability Pact for SEE, Erhard BUSEK • 5 panels on: the outcome of the Stability Pact so far; regional co-operation in SEE; integration of the region in Euro-Atlantic structures; national questions and conflicts of order politics as a danger to the Stability Pact; the role of national minorities in the process of stabilisation
