Implementation Policy • JROCM 010-08, 14 Jan 2008 (incorporated into CJCSI 6212.01E, 15 Dec 2008) • Include data and service exposure criteria in the Interoperability and Supportability Certification Process • Applicable to all new start programs submitted after 1 Jan 2008 • Data worksheets refer to NCES Metadata Registry, Content Discovery, and Service Discovery • DCIO memorandum “DoD Enterprise Services Designation -- Collaboration, Content Discovery, and Content Delivery”, 2 Feb 2009 • Enterprise Guidance Board (EGB) evaluated and accepted these capabilities as Enterprise Services • Components are to deliver an implementation plan for use of these services UNCLASSIFIED 11

Observations and Lessons Learned • Defining smaller increments with clear milestones is imperative • Identify high-value capabilities and show results early • Subject Matter Experts (SMEs) are key • Understanding of workflows and data • Share, share, share • Leverage Reuse (knowledge, work products, and lessons learned) • Governance is mandatory • Coordinate Enterprise Service Standards, Protocols, Specifications, and Reference Implementations UNCLASSIFIED 12

Observations and Lessons Learned • Firewalls are uniquely restricted within many organizations • Custom rule sets exist across the enterprise – no clear, single policy • Access to standard web interfaces (HTTP) is often blocked • “Special requests” and processes are needed to implement • Developers can implement net-centric capabilities rapidly • Net-Centricity is an extension of existing system development UNCLASSIFIED 13
