TEA-21 IBRC ProgramBackground • IBRC Program Established by the Transportation Equity Act for the 21st Century, June 1998 • Program Described in Chapter 23, US Code, Title V, Transportation Research, Sec. 503 (a) and 503(b), • Sec. 503(b) Provides for Grants to the States — Demonstrate Application of Innovative Materials in Bridges and Other Structures
