CALIFORNIA FLOODPLAIN MAPPING • California faces unprecedented threats from catastrophic flooding • We have to improve our understanding of California’s flood risk • Inform public to protect lives and property • Need to update FEMA maps for areas protected by project levees • Support for flood control improvements

CENTRAL VALLEY FLOODPLAIN MAPPING PLAN • Initiating a 5-year, $130 million plan • Approximate study limit boundaries: Tehama in the North Kingsburg in the South • Provide detailed flood mapping analyses for all systems impacting State-Federal Project Levees in the Central Valley • Applicable for NFIP • Foundation for flood hazard communication and all remedial actions

MAJOR SCHEDULE CHECKPOINTS • Initiation… Four 5-year A&E mapping contracts LOA with USACE for hydrology 10-, 50-, 100-, 200-, & 500-year events • At Two Years… Complete Central Valley hydrology First set of mapping data available • At Five Years… Complete all detailed floodplain maps Pending funding, continue mapping other critical areas in the State

  6. PROCEDURE MEMORANDUM 34 • Dated August 22, 2005 • Interim Guidance for Studies Including Levees • Must meet Freeboard, O&M, and Stability Requirements (44 CFR 65.10 – Next Slide) • Requires Levee Certification from the Community • Status Pass/Fail

  7. 44 CFR 65.10 NFIP LEVEE DOCUMENTATION REQUIRED • Embankment Protection • Slope Stability • Settlement • Interior Drainage • Freeboard • Closure Structure • Other Site Specific Criteria

  8. PROCEDURE MEMORANDUM 43 What is a Provisionally Accredited Levee? A levee that FEMA has previously credited with providing 1-percent-annual-chance protection on an effective FIRM or DFIRM, for which FEMA is awaiting data and/or documentation that will show the levee’s compliance with Section 65.10 of NFIP regulations.

RISK NOTIFICATION • Provide Central Valley communities their level of flood risk based on best available information: • DWR/U.S. Army Corps of Engineers studies • FEMA Flood Insurance Rate Map data • Levee maintenance deficiencies • Urges communities to use information to base future land use planning, emergency response plans, and public notification of risk
