Purpose • Legislate spending of 34 votes • 1 April 2005 to 31 March 2006 • Give effect to policy commitments made through legislation and policy • Also gives effect to PFMA provision – funds appropriated according to main division within vote • It details: • Purpose of each programme • Current payments, transfers and capital payments • Specifically and exclusively appropriated amounts • Conditional Grants • Local Government Equitable Share • Relates to ENE, which provides substantive information

  3. Does not include … • State debt costs • Provincial equitable share • Skills Development Programme • Judgesand Magistrates salaries • Members of Parliament • President and Deputy President Above amounts are a direct charge against the National Revenue Fund

  4. Format • Current payments, incl • Compensation of employees • Goods and services • Interest and rent on land, etc • Transfers and subsidies, incl • Provinces and municipalities • Departmental agencies and accounts • Universities and Technikons • Public corporations and private enterprises • Foreign governments and international organisation, etc

  5. Format • Payments and capital assets, incl • Buildings and other fixed assets • Machinery and equipment, etc • Specifically and exclusively

Conditional grants Allocations of money from one sphere of government to another, conditional on certain services being delivered or on compliance with specified requirements • DPLG • Municipal Infrastructure Grant: R5.4 bn (P8 & IX) • Social Development • Social Assistance Transfers Grant: R52 bn (P28 in AB) • Health • National Tertiary Services Grant: R4.7 bn (P24 in AB) • Housing • Intergrated Housing and Human Settlement Development Grant: R4.8 bn (P44 in AB)

  7. Specifically and exclusively Can only be used for a purpose mentioned under the main division within a vote. • Correctional Services • Capital Works: R982 m for prisons • Safety and Security • Integrated Justice System Programme: R67m

  8. Possible future reforms - AB • Inclusion of measurable objectives per main division • Conditions pertaining to each of the transfers to institutions, etc • Clear timeframes for capital projects • Any others?
