National Steering Committee Meeting Monitoring & Information Systems for CMAs Task Teams

Reporting progress on CMAs set up, monitoring & information systems, and delegation of functions. Roadmap task team established, costing in progress, presentation planned for January 2014. Process outlined for initial CMA establishment in three phases. Functions and delegations defined, starter pack development underway with various topics to be covered. Recommendations include finalizing information systems document and addressing outstanding challenges.

TRANSFER OF FUNCTIONS TO CMA Phase 1: Developing relationships and legitimacy •developing administrative systems, • developing a catchment management strategy, •building relationships and building its profile amongst stakeholders Phase 2: Build capacity and consolidate • after the CMS has been developed • increase in capacity within the CMA and the undertaking of WRM Phase 3: Fully functional and responsible authority

  7. CMA FUNCTIONS AFTER THE FIRST TWO YEARS Phase 2: Build capacity and consolidate • Water Resources Monitoring • Disaster Management • Water Conservation & Demand Management • Issuing of general authorisations and limited authorisation functions • Institutional Oversight 8

FUNCTIONAL DELEGATION • Draft document on CMA initial, inherent and delegated functions and time frame, DELEGATION TABLE.docx has been consulted in task team meetings and must be aligned to the proposed amended legislation • Alignment of the delegation and information document and development of the institutional business model is in progress – to be finalised by March 2014 9

CMA STARTER PACK • The development of a starter pack is in process. • The starter pack will provide generic policies/guidelines/best practice and systems to enable quicker functionality to CMAs. • Topics/ Documents that will be covered in the starter pack was presented in the last NSC: • List of documents to be added to the starter pack as annexure include: List of relevant stakeholders and profiles Pricing strategy 10

RECOMMENDATIONS AND WAY FORWARD Way forward - Finalise info systems and delegation document - Resolve any outstanding challenges raised by task teams - Administrative system queries - Archiving - WMA change implications e.g WARMS information and water use charges - Disruption of services – finalisation of transfer agreement Recommendation - Delegation of section 35 – relating to V&V CMA as IA 13
