  2. NOTE: The following provides guidance on IRD’s Delegation of Authority process. This is not a policy document.

  3. What is a Delegation of Authority (“DOA”)? • A DOA is a document that transfers the CEO’s authority to sign any type of document on behalf of IRD to someone else.

  4. What does a signature represent? Approval Authorization Intent Proof of identity Acknowledgement

  5. A signature is significant! A signature on a document…executes a binding agreement The writer of a signature is a signatory.

  7. Examples of documents requiring a DOA prior to signature:

  8. NOTE: The authority to sign one type of document does not give you the authority to sign another type. Example: If you have permission to sign an award document on behalf of the CEO this does not imply that you are also permitted to authorize the issuing of advances. You must obtain separate approval from HQ in writing to sign for any advances even if you have the authority to sign an award document.

Characteristics of a DOA • Date- date of issue • Coverage- what types of documents are authorized to be signed on behalf of the CEO • $ dollar amount: financial threshold • Limitations: what cannot be signed on behalf of the CEO • Counter-signature: indicates signatories’ receipt of and acceptance of the terms of the authorized DOA

  12. Your Signature is important: • IRD will monitor all DOAs from the initial request until the receipt of the counter-signed copy and expiration of authority • You must maintain copies of all signed documents. • You may be asked to produce these at any time by HQ.

  13. Consequences of Violations • IRD personnel who sign on behalf of the CEO will be held accountable. • IRD personnel who disregard the terms and conditions of the DOA will be subject to disciplinary actions, which includes termination of employment.
