Sector Wide Approach (SWAp) .. overview • SWAp…is defined as a mechanism by which Development Partners collaborate to support a sector’s development or reform programs that are based on a county’s long-term vision for its (Secotor) development. • A SAWp is not a lending instrument nor a Donor Product… it is an approach • SWAp programs are also referred to as • Sector Programs or • Sector investment Programs Africa Region AIDS Consultation

Sector Wide Approach (SWAp) .. overview Some features of a traditional investment project • They often do not cover whole sector • Funds are targeted for very specific activities • Development Partners often participate jointly or on parallel basis • Development Partners can follow own procurement and financial management procedures • Missions need not be joint • Annual work programs/budget are project specific Africa Region AIDS Consultation

Sector Wide Approach (SWAp) .. overview Sub-objectives of SWAp Projects • They have greater reliance on Country’s planning and budgetary systems • They strengthen country ownership and coordination of sector programs • They facilitate efforts to build domestic capacity • They reduce cost of doing business by avoiding a multiplicity of procedures • They strengthen Donor confidence in Government on proper use of funds Africa Region AIDS Consultation

Ghana Health Sector Support Program • An MOU was signed between Donors and Government • Funds are pooled • An annual Program of Work (POW) is approved by all Partners • Common management systems adopted in the whole sector, including program review, including SEMI-ANNUAL HEALTH SUMMITS • Common Procurement Procedures… (see next slide) • Common Financial Management Systems…JN Africa Region AIDS Consultation

Ghana Health Sector Support Program (cont’d) Procurement: the MOU provides • All contracts awarded on basis of International Competitive Bidding (ICB) and selection of Consultants by Quality and Cost Based Selection (QCBS) would follow World Bank Guidelines • For all other contracts --a Procurement Procedures Manual (PPM) prepared (PPM is now replaced by Ghana Public Procurement Law) • All prior reviews to be done by the World Bank. • Annual procurement audits Africa Region AIDS Consultation

Ghana Health Sector Support Program (cont’d) Memorandum of Understanding Ghana Health Sector This Memorandum of Understanding is among Danish International Development Assistance, (“DANIDA”); Department for International Development of the United Kingdom, (“DFID”); The European Commission, (“EC”); The Government of the Netherlands, (“Dutch Government”); International Development Association, (“IDA”); and Nordic Development Fund, (“NDF”); collectively referred to as “Co-operating Partners” and The Republic of Ghana, referred to as the “Government”. Ghana Health Sector Support Program (cont’d) Conclusion… three things have worked really well in the case of Ghana • Rogue projects no longer appear in the POW • Procurement at sub-national level has greatly improved • Institutions are beginning to have value for money.
