  2. David Frasher, City Manager – A Credentialed Manager David Frasher was the City Manager of Grants Pass, Oregon from October 2005 until August 2009. He also became a Credentialed Manager with the International City Management Association (ICMA). Prior to serving Grants Pass, David Frasher served as the City Administrator of Ashland, Wisconsin, a charming full service port city on the shores of Lake Superior.

  3. He was also the City Administrator for the suburban community of Oak Grove, Missouri from 1999 through 2001. Throughout his career, David Frasher worked effectively with all kinds of people and succeeded in strengthening relationships with other government entities and the private sector, exhibiting professional integrity at all times.

David Frasher, City Manager, Grants Pass, has notable achievements to his credit As City Manager of Grants Pass, David Frasher was responsible for daily operations of all municipal departments including administration, finance, police/fire, public works, community development, human resources, and parks & community services. David Frasher, City Manager also served as the city's Budget Officer and managed the Grants Pass Redevelopment Agency, including the Agency budget of approximately 2.5 million annually.

  5. In his four-year tenure from October 2005 to August 2009, David Frasher received accolades for his commendable work and had many laudable accomplishments. He dramatically improved relationships with employee labor groups, avoiding costly arbitration while successfully negotiating new contracts with significant savings for the municipality. He also worked with Council and staff to win voter approval of a $9.8 million capitol levy for the construction of new police and fire facilities.

  6. He further led community efforts to employ boulevard concepts and business-friendly roadway design in cooperation with the Oregon Department of Transportation on an estimated $35 million project. David Frasher, City Manager also developed, implemented, and updated several new growth management policies aimed at increasing sustainability, including new system development charges, transportation safety policies, and local improvement district policies.
