  3. Our perception of authorities • Corrupt, mafia • Malicious, tendentious • Manipulative • Animal haters • Looking for us to fail • “Enemy” • Incompetent

  4. Authorities perception of “us” • Disorganized-lack structure,management • Disunited –community is fragmented, does not speak with one voice • Inconsistent • Corrupt • “Pain”, unconstructive, only complain • Weak, easy to manipulate • Not taking responsibility • Necessary evil, an “enemy”

  5. How do we get authorities to start caring for animal welfare, to start recognizing it an important issue to address, how do we make them work with us? It is a process

  6. Visibility • Do people know we exist? • What kind of activity helps us become more visible, get us into position of a recognized stakeholder, negotiator, increasing our bargaining powers?

Start small • Public/media profile/campaigning/awareness • Education-debunking myths • Lobbying: writing protest letters, organizing signing of petitions, demos, meetings, public gatherings, billboards, info centres on line and in person, being active to record cruelty, leaflets • You want to get people to listen to you not necessarily to like you, but start thinking about you. • You want to become their worst nightmare in short run, but a partner in a long run).

  8. Build partnership with authorities • Approach: educate, advise, change perception of you and issue, lobby, assist • This is no war! • Commitment • New you: professional, knowledgeable, strong, united, balanced… • Never underestimate the issue • Analyze • Identify problem, contacts • Lobby

Build partnership with authorities • Influence the consistency of the media • Try speaking with one voice • Conflict resolution: conflicts may prove destructive and further dividing in one such context (ignorance combined with arrogance). Always leave room for them to come back on previous rejection, do not cement the positions, be flexible • What if authorities are not responsive – still have to work with them but reshift the focus, create a critical mass, which would condition changes

  10. Micro vs. Macro Agenda • Make the choice • Local focus • Nation wide focus • Connecting and coordinating the two an imperative

Areas of work with authorities • Legal field • Education-public, media, authorities • Specific projects: CNR, re-homing, pet clinic, wild life, lab animals, etc • Control/corrective mechanism-oversee implementation, detect deficiencies, abuses, act to make others aware, act to make them act on it

  12. Lobbying for the new legislation • Be fully aware of the legislative procedures and the parliamentary dynamics • Ensure you are a recognized stakeholder in the pre/post drafting and consultative process • Ensure your presence throughout the parliamentary “cycle” of the law • Identify opportunities for intervention + media • Identify target groups to lobby, ensure support • Prepare yourself: amendments, speaking, round tables
