Changes • IPPC-ISPM 15 is a wood pallet/packaging program • Next meeting of IPPC for changes to ISPM 15 is in 2007 • We must remember that this program was generated to stop the transfer of quarantined pests • We must also remember that we did assist government in developing this program and must continue to assist due mainly to the fact that our industry is distinct.
Changes • 1. That a batch number be added to or beside the IPPC certification stamp. • To give more identity to and ease of tracing your wooden pallet/packaging • To protect the seller from black market selling • To protect the seller from unscrupulous wood pallet/packaging repair • To protect the seller from accepting the responsibility of that unit two and three years after the sale.
Changes • Definitions must change or be revisited • 1. Reuse • 2. recycle, • 3. repair
Changes • Demand alternative to Methyl Bromide • In time may not be accepted EU, North America, China • Debarking Issue • 1. Quality issue – consumer impression • 2. Scientists must decide • 3. IPPC give governments the right to add to the program but not subtract.
Change • Repaired wooden pallets/packaging should be dealt with on a one trip basis. • Collection should mean re-stamping and accepting the responsibility of that unit • The batch number will help with this issue.
Changes • Mixed certification processes. If we certify a box that has mixed heat treatment and fumigation – a new mark is requested that shows both MB & HT on the IPPC-ISPM 15 stamp. • Stamp Size • All we agreed was that it should be legible • Do not demand a size, do not want to open an issue that is working
Changes • All associations from around the world who are members of the World Pallet Council should speak with one voice. • The decisions must be made by the scientists and plant health professionals but we as the industry can affectively lobby for change.
