  2. INDEX of SOCIAL & POLITICAL PARTICIPATION of DPOs It is an index that enables to appreciate and synthetise the impact of civil society organisation’s participation (DPOs) in consultation forums. Participatory evaluation of 5 dimensions : Presence of organisations in these forums, Quality of their contribution in these forums, Their participation at the various stages of social control (planning, monitoring and evaluation), Existance of projects, policies and programmes from these forums and addressing DPO demands Level of dialogue and collective construction associating public authorities and DPOs.

INDEX of SOCIAL & POLITICAL PARTICIPATION of DPOs For each of these dimensions a value is attributed from 0 to 4 : 0 : gets very much worse, 1 : gets worse (significantly but not excessively), 2 : stagnates, 3 : improves 4 : improves a lot Indicator from 0 to 20. Stagnation in the functioning of these forums for civil society organisations: the value would be 10.
