The Philippine Statistical System • The Philippine Statistical System (PSS) is a government-wide • system of providing statistical information and services to the public • The PSS is defined in Executive Order No. 121 dated • January 30, 1987 (Reorganizing the PSS and for Other Purposes” • The PSS is a decentralized statistical system composed of: • a policy-making and coordinating body • a general-purpose statistics producing agency • a statistical research and training center • data producers • data users • data providers • The PSS recognizes the need to provide the necessary data support • on energy statistics for the formulation of plans for the development • of the energy sector.

The Philippine Statistical System The Decentralized Philippine Statistical System Major Statistical Agencies which produces energy statistics produces general-purpose statistics Produces establishment- based labor and employment statistics produces agricultural statistics conducts short-term courses in statistics and researches to enhance methodologies, concepts, etc. Policy-making and coordinating body produces money and banking statistics

The Philippine Statistical System The National Statistical Coordination Board The Executive Order 121 – January 30, 1987 Reorganizing the Philippine Statistical System and for Other Purposes • Created the NSCB as the highest policy-making and coordinating body on statistical matters in the country Goal To promote the independence, objectivity, integrity, responsiveness, and relevance of the Philippine Statistical System (PSS).

The Philippine Statistical System • Functions of the NSCB, among others, are: • Promote and maintain an efficient statistical system in the government • Formulate policies on all matters relating to government statistical operations • Recommend executive and legislative measures to enhance the development and efficiency of the system, including the internal structure of statistical agencies • Establish appropriate mechanism for statistical coordination at the regional, provincial and city levels • Approve the Philippine Statistical Development Program (PSDP)

The Philippine Statistical System Operational and Institutional Set-Up of Agencies Involved in the ENERGY SECTOR development and generation of administrative based data: • Department of Energy – responsible for policy directions and programs that steer the development of the energy sector through the Philippine Energy Plan (PEP); and • Energy Regulatory Commission – regulates the power industry including the energy prices.

The Philippine Statistical System Operational and Institutional Set-Up of Agencies Involved in the ENERGY SECTOR • The DOE supervises 5 key government agencies for energy program implementation namely: • National Electrification Administration (NEA) • National Power Corporation (NPC) • Philippine National Oil Company (PNOC) • Power Sector Assets and Liabilities Management Corporation (PSALM Corp) • National Transmission Corporation (TransCo)

Statistical Coordination Mechanisms for Energy Statistics Philippine Statistical Development Program (PSDP) • a mechanism for setting the directions, thrusts and priorities of the PSS for the medium term; and • defines the priority statistical programs and activities in the medium term which is designed to provide vital information support for the country’s development plan . • The PSDP 2011-2017, which is the eight edition since 1976, has defined Chapter 14 for Energy Statistics; • The chapter addresses concerns on the generation, dissemination and utilization of energy statistics particularly data on energy sources, supply, transformation, generation, transmission/delivery and final demand.

Statistical Coordination Mechanisms for Energy Statistics Statistical Policy Formulation • The NSCB Executive Board issues policy measures in the form of resolutions and memorandum orders designed to: • introduce new statistical frameworks and activities, • enhance existing methodologies, and • improve the quality and accessibility of government-produced statistics.

Statistical Coordination Mechanisms for Energy Statistics Inter-Agency Coordination • a mechanism which provides a forum to resolve policy and technical issues, develop new statistical activities/indicators, draft policies and endorse recommendations to the NSCB Executive Board • IAC on Energy Statistics • In the PSDP 2011 to 2017, one major statistical activity is the creation of an Inter-Agency Committee on Energy Statistics to steer the development of energy statistics through statistical policy recommendations, proposed methodologies and technical cooperation. • The IAC is expected to institutionalize existing statistical coordination through the DOE, delineate responsibilities and strengthen the roles of the energy institutions in data generation and reporting, resolve statistical issues and recommend policy measures to the NSCB Executive Board. • Information are as of June 2008

Statistical Coordination Mechanisms for Energy Statistics System of Designated Statistics (SDS) • a mechanism that identifies and generates the most critical and essential statistics required for social and economic planning/analysis based on approved criteria • Executive Order No. 352, Series of 1996 • Designation of Statistical Activities That Will Generate Critical Data for Decision-Making of the Government and the Private Sector • approved the activities and statistics that had been designated by the NSCB for adoption by the government

Statistical Coordination Mechanisms for Energy Statistics System of Designated Statistics (SDS) • Designated statistics/statistical activities enjoy higher priority over other statistical activities in terms of resource allocation determined by the Department of Budget and Management • Statistics and indicators generated by the system shall be adopted by the government as the official data and information for development planning, policy analysis and monitoring • The system is a dynamic and evolving process that allows addition and deletion of statistics/statistical activities

Statistical Coordination Mechanisms for Energy Statistics • Designated Statistics of Energy Sector • Data on Power/energy Production and Consumption • Other Statistics Being Compiled/Generated: • primary energy consumption • energy resources • downstream • power and electrification • energy efficiency

Statistical Coordination Mechanisms for Energy Statistics Statistical Budget Review and Prioritization • NSCB evaluates the budget proposals of government agencies which are related to the development of designated statistics and other statistics • a mechanism to prioritize funding of statistical activities that would generate critical data and indicators • a mechanism which involves the evaluation of surveys or censuses sponsored and/or to be conducted by government agencies at the national and subnational level • The budget of the Department of Energy’s statistical activities for the generation of data on power/energy production and consumption are being reviewed/evaluated by the National Statistical Coordination Board and recommendations are forwarded to the Department Budget and Management to ensure funding for such statistical activities.

Statistical Coordination Mechanisms for Energy Statistics Statistical Survey Review and Clearance System (SSRCS) • a mechanism which involves the evaluation of surveys or censuses sponsored and/or to be conducted by government agencies at the national and subnational level • For energy statistics, the census and surveys of the National Statistics Office (NSO) that provides information on energy sector which passed through the Statistical Survey Review and Clearance System are the following: • Household Energy Consumption Survey • Census of Population and Housing • Quarterly Survey of Philippine Business and Industry • Annual Survey of Philippine Business and Industry • Census of Philippine Business and Industry

Statistical Coordination Mechanisms for Energy Statistics Standards and Classification Systems • a mechanism that makes possible the compilation and aggregation of statistical data by adopting standard concepts and classification systems that enable meaningful analysis of economic and social events • prescribes statistical concepts, standards and classification systems for adoption in the PSS • maintains and continually develops standard concepts and classifications patterned after international classifications recommended y the United Nations • For energy statistics, the available standard classifications are: • Philippine Standard Industrial Classification (PSIC) • Philippine Standard Commodity Classification (PSCC) • Philippine Classification of Individual Consumption by Purpose (PCOICOP)

Statistical Coordination Mechanisms for Energy Statistics Advocacy Programs • a mechanism that aims to instill awareness, appreciation and understanding of statistics among the general public • National Statistics Month (every October) • In 2006, the National Statistics Month was sponsored by the Department • of Energy with a theme on “Empowering Consumers Through Responsive • Energy Statistics” • National Convention on Statistics (every three years) • One major topic dealt in previous National Convention on Statistics was • on Energy Statistics • Technical paper presented was titled “Energy Demand Situation and • Outlook in the Philippines: 2005 to 2012 by Salvador M. Salire Jr. of DOE • Partnership with foreign/international organizations for methodological development activities on energy statistics:(e.g. UNSD, APEC, ASEAN, IEA, etc.)

Way Forward • Institutionalization of regular energy consumption surveys • Household Energy Consumption Survey (HECS) • Survey on Energy Consumption of Establishments (SECE) • Compilation of Energy Accounts • Enhancement of Energy Balance Table • Compilation of SEEA-Energy • Development of Energy Portal • 4. Development/improvement of administrative records for the generation • of energy statistics • energy price monitoring • rural electrification • importation of energy products

  22. III. Way Forward • Formulation and implementation of policies and guidelines on the generation, reporting and dissemination of energy statistics • statistical responsibilities • Data sharing • Dissemination /revision/pricing policies
