  3. 1. CONTEXT • Most Latin American countries began their transition to democracy in the 90´s. • Democratic transitions have facilitated the expansion of the Civil Service System. Although, it has not been extended toall levels of government.

Main components and rationale for the PA curriculum in Latin America-Undergraduate and Master Level • Main Components: • Political processes • Administrative technology • Public policy (domestic and international) • Legal framework for PA • Methods of research • Masters: areas of specialization • Orientation: • To improve effectiveness of public organizations. • Strategic thinking • Political leadership • Methodology • Case studies • Practices in agencies. • Outcomes: • To provide an education related to current governmental issues.

Components that can be included in the definition of international curriculum • Comparative analysis on public policies, administrative technologies and public administration. • To encourage collaborative work among students and faculty from different Regions. • To strengthen students and faculty exchange program. • To use TIC´s as a mean to give a more international perspective to the learning process.
