  9. Ryan Credentials • Last major change in credential structure prior to SB 2042 • Credentials issued under Teacher Licensing Act of 1970 (Ryan Act) • Issued 1972 to 12/31/2006 • Instituted current terminology: • Multiple and Single Subjects • Subject Matter Competence

How to Recognize a Ryan Credential • California Teacher Preparation Programs issued Ryan Credentials 1972-2006 • ALL credentials issued on the basis of Out-of-State and Out-of-Country training are Ryan Credentials (, PRO R14D and R14T,) • California Credentials (R14R and R14T) • CLAD Authorization will only appear on a Ryan • Only Ryans were issued prior to May 2003 • Ryans may lack an EL authorization

  11. SB 2042 Preliminary Credentials • First major change in credential structure since Ryan Act • First programs began Fall 2002 • First graduates completed Spring 2003 • All IHE teacher preparation programs now offer approved SB 2042 programs

  12. How to recognize the SB 2042 Credential • California trained only since 2003 • All SB 2042s have an EL authorization • Some SB 2042s are issued with BCLAD • SB 2042 Renewal Codes • Preliminary MS/SS: R14S …or if issued after August 30, 2004, R14I)

  13. CAUTION: • Don’t assume that all credentials issued by the same IHE on the same date are of the same type • Some IHEs are issued CA Ryan and SB 2042 credentials simultaneously. • CA Ryan Credential Programs ended 12/31/2006

  15. Who can use Induction to clear? • California trained • Ryan Preliminary Credentials • If issued on or after January 1, 1999 • Even if Induction is not specified on document • SB 2042 Preliminary Credentials • Any issuance date • Out-of-State Preliminary • Out-of-Country Preliminary

  16. Who else may participate in Induction… but not use it to clear? • Education Specialist, Level I • Designated Subjects, Vocational Ed., Adult Ed.

Some Common Renewal Codes • SB 2042 • R14S or R14I • CA Trained Ryan • R14C • R14R(all possible requirements) • R14T (requirements are specific to individual) • Out-of-State trained Ryan • R14D (all possible requirements) • R14T(requirements are specific to individual) • PRO (fewer than 2 years verified out of state experience) • RS2 (2 or more years verified out-of-state experience)

How to Clear a California Prepared Ryan • Options for Holders of a Preliminary Ryan Multiple or Single Subject Credential to earn the Clear Multiple or Single Subject Credential: • Complete the four (4) Ryan Clear Credential Courses, if not completed for the preliminary: mainstreaming (spec. ed.), health, technology and advanced teaching English Learners • *coded correspondence 07-12

  19. OR.. To Clear a California Prepared Ryan • 2. Complete an approved SB 2042 Induction Program and, if not completed for the preliminary, CPR is required. • Individuals must be recommended by the sponsor of the approved Induction Program.

  20. OR.. To Clear a California Prepared Ryan • 3. Complete an approved SB 2042 Fifth Year of Study Program (http://www.ctc.ca.gov/educator-prep/approved-programs.html) and, if not completed for the preliminary, CPR is required. • Individuals must be recommended by the sponsor of the approved Fifth Year of Study Program.

  21. Clear Credential Requirements for Out-of-State Ryan Holders • For teachers with fewer than two years of verified out-of-state teaching experience • Complete a Commission-approved Professional Teaching Induction Program, and • Earn a California authorization to teach English learners (completed in California or another state)

Plus… …any of following as indicated on Credential: • US Constitution • Subject Matter • Developing English Language Skills including Reading • Induction does not meet any of these • Verification for these requirements must be submitted with application • “Basic” and advanced computer-based technology can be met through Induction • Health and CPR isnot required of Out-of-State • Health and CPR is required of Out-of-Country • *coded correspondence 06-0028

Clear Credential Requirements for Out-of-State Preliminary Ryan Holders • For teachers with two or more years of verified out-of-state teaching experience* • Complete 150 hours of professional activities OR a Master’s degree or higher in a field related to the credential or an equivalent number of units from a regionally accredited university, and • Earn a California authorization to teach English learners (completed in California or another state) *coded correspondence 06-0028

Clear Credential Requirements for Out-of-Country Preliminary Ryan Holders • Complete a Commission-approved Professional Teacher Induction Program OR • Complete a Commission-Approved SB 2042 fifth year of study at a CA college or University (Teacher Induction is not available) • *coded correspondence 07-01

How to Clear the SB 2042 Credential • Commission approved Professional Teacher Induction Program through an approved school district, county office of education, college or university, consortium, or private school. The Induction Program includes the advanced study of health education, special populations, computer technology, and teaching English learner OR…

Clear Credentials & BTSA • For purposes of determining BTSA Induction eligibility… a “beginning teacher” does not include a teacher with a life credential, a clear credential, or a professional clear teaching credential who returns to serve in a certificated teaching position. SB 112 Sept. 2007

Important Dates • 1/01/1999 • Ryans after this date may use Induction • 8/30/2004 • Holders of SB 2042 credential issued on or after this date MUST complete Induction to clear (if available) • 1/01/07 • Out-of-State with fewer than 2 years verified experience MUST complete an Induction program to clear (if available)
