Urgent Policies • Urgent rejuvenate the economy by introducing a short-term restoration plan covering the issues of development of natural sources of water and revival of resources. • Enhance investment to stimulate the development of the country by giving priority to the development of water management with importance being attached to people participation and environmental participation

The Strategy • To balance between the conservation and the utilization of the natural resources in conformity with the sustainable development approach ; • To manage the sustainable and fair utilization of biodiversity; • To manage the water resources by integrating into watershed systems; • To manage and develop the natural resources and environmental quality by the participation and integration at all levels.

Mission towards sustainable forest management • Expedite land demarcation by clearly making clear distinction between public and private land • The government budget of more than 2,200 million bath has been allocated for the land demarcation process by using the GIS technology and airial photo survey.

Integrated Water Resources Management By the year 2025, Thailand will have attained sufficiency and good quality of water for consumption with systematic water resources management, organization, and laws enabling equitable and sustainable water utilization while taking into account of the people’s quality of life and participation at all levels.

National Water Policy • Accelerate promulgation of Water Act as the framework for national water management • Establish water management organizations both at national and river basin levels with supportive legislation • Emphasize on suitable and equitable water allocation for all water use sectors • Formulate clear direction for raw water provision and water sources development • Provide and develop raw water sources for agriculture purpose • Develop and include water related topics in all levels of educational curriculums • Promote and support participation of the public, non-governmental and governmental organizations • Accelerate preparation of plans for flood and drought protection • Provide sufficient and sustainable financial support for action programs in line with the national policy

Policies on Pollution • Monitor and reduce solid waste which cause pollution in the form of garbage, hazardous waste, air pollution, odor, noise pollution and water pollution • Promoting environmental friendly consumption by recycling technology to encourage the prevention of pollution at the source of origin 37

Eco-School Project During 2006-2007, DEQP initiated a project to develop the "Eco-School Indicator Framework (ESIF)" which emphasized the principles of the Whole School Approach and the UN Decade of Education for Sustainable Development (UN-DESD). Pilot schools will start from their existing resources including baseline data of their schools in 4 target areas of eco-school indicator framework: 1) school policy and management structure; 2) teaching and learning process; 3) environmental management within school; 4) participation of the whole school and respective community. Activities of ESD

Green Scout Project Activities of ESD MONRE in cooperation with Ministry of Education created the “Green Scout Project” in accordance with an attempt to encourage the role of youth in natural resources and environment conservation. Objectives: providing knowledge and understanding about environment to boy and girl scouts across Thailand; facilitating them to build up their networks to share ideas and experiences; and encouraging them to pay their role in local environment protection.

Theme on Sustainable Production and Consumption (SPC) “The goal is to have a balanced state of happiness self sufficiency and social security for present and subsequent generation by means of recognition of the limitation of natural resources and ecological absorption capacity of pollutants.” Communication and public awareness campaigns are among the priority areas. Some of the policy theme are: • Increase the proportion of national income from green service sections. • Strengthen capacity of society consumption towards on environmentally friendly goods and services. • Promote government green procurement.

  46. Activities of SPC I. Promoting Appropriate Technology Focusing on transferring appropriate technology for environmental management within institutes, schools, mosques, and private ownerships. It aims to increase knowledge and understanding, and to encourage people participation in natural resources and environmental conservation in order to promote environmentally friendly production process.

People Participation for Sustainability Activities of SPC Strengthening capacity of local administrative organization and promote participation process on set up the local (sub-district) strategic/action plan on natural resources and environment management. Supporting activities on conservation and protection environment following the local action plan.

  48. Other Major Policies • Establish strategic environmental assessment system to assess the impact as a mechanism for long term sustainable development • Fully support the Royal Initiatives on natural resources and environmental conservation projects 48

Conclusion The Ministry of Natural Resources and Environment is committed to contribute to the country’s sustainable development through the rehabilitation of degraded natural resources, conservation of natural resources, protection of the environment, mitigation of the pollution and promotion of public awareness and participation. 50
