National information policy: + Vietnamese gervernment encourage the investment in developing the activities of scientific and technological information in all economic sectors of society + Consolidating and spreading scientific-technological information branch, establishing and using effectively the information resources of the country.

  4. + Scientific and technological information is a economical service of National Economy and its products are considered as goods consumed domestically and exchanged abroad.+ Expanding the cooperation with the International Scientific and Technological Information System and the South East Asian countries.+ Up-grading the level and capacity of using and exploiting information.

  5. + Applying the preferential credit regime to the information activities+ Encouraging the information organization in searching and expanding market of information products and service domestically and broad.+ The organs of scientific and technological information are allowed to issue the information publications and to operate the information services in accordance with prevailing law. + Increating the annual government budget to invest the scientific information activities. Some of above policies are being drafted by NACESTI

The situation of Scientific and Technological Information system in Vietnam: -National Center for Scientific and Technological Information (NACESTI) – The leading systems organ. - 3 specialized information centers ( in Ministry of Science and Technology)  - 53 Scientific and technology Information Sectoral Centers at ministries, state committees, agencies.  -61 Scientific and Technological Information

  7. -500 informationorganizations and libraries bases of the research institutes, science – production ceters, universtities, colleges, and etc.-61 public provincial libraries.-Nearly 500 district libraries.-90 central and local archives.

National centre for scientific and technological information (NACESTI) - NACESTI was established in 1990 on the basis of merging two former organization: - The Central Library on Science and Technology (CLST) (Founded in 1960) - The Central Institute for Scientific and Technological Information (CISTI) (founded in 1972)

  9. Main functions:- NACESTI serves as the leading center of the National Information system on scientific and technological information-NACESTI exercises the governmental management functions under the Ministry of Science and Technology to manage overall scientific, technological and environmental information and documentation activities in Vietnam

Information infrastructure and resources sharing + 2.200.000 books (33% in Russian, 58% in La tinh, 9% in Vietnamese) + 6757 titles of magazines, among them 1.500 updated annually + 20.000.000 copies of documents describing the inventions  + 200.000 standards  + 4.000 sets of geological reports  + 4.000 reports on forestry

  12. + 16.000 reports on science researches and doctoral theses+ 20.000.000 tables recorded on CD-ROM concerning the information of economics, science-technology, agriculture, pharmacy, medicine, atomic energy.+ A huge of oversee databases on CD-ROM like IEEE/IEE fulltext, PASCAL, chemical abstracts. ABM inform, vendor, compendex, chemistry and chemical engineering, metadex collections, energy and environment, biotechnologies, country forecast.

Information Products and Services : + The network has over 300 bulletins, periodicals and has established more than 300 databases on technological capacity and economic, natural, environmental conditions, investment projects, etc … + The integrated database with more than 500.000 records integrated all databases products by NACESTI (21 databases) and databases of the other information organization

  15. + Summing-up, analytical specialized documents+ Searching information according to the sudden requirements and desseminating selected information+ Supplying the original documents and serving the reading in site+ Propagandizing and spreading science and technology via exhibitions, conferences, workshops,technological performance as well as disseminating information via mass media.+ Website, e-library, information network services for specialist

  16. Orientation of developing activities in the forthcoming period - Strengthening and developing national information system, improve activities on technological information, coordination all activities in the system based on formulating and issuing legislative documents for systematizing the new policies in order to establish infrastructure for improving S&T information activities in period industrialization and modernization. By the year 2010 the information system should achieve ASEAN’s level on information infrastructure and main services.

  17. -Improving information processing in order to generate information products and services with high valued add. Encouraging content creating and sharing over the national in formation infrastructure and over the global information infrastructure. Encouraging available of Vietnamese S&T information in Internet.

  18. Modernizing S&T information activities to integrate with international S&T systems, firstly with the countries in the region.- Developing training and upgrading the qualification and skill for librarians and information professionals.- Increasing investment in establishing national information infrastructure especially investment in acquisition of information resources and in applying modern information technology.
