Our mission and work Young people shall have real access to welfare, to influence and decision making • Elaboration and implementation of the national policies in the field of youth and sports; • Ensure institutional and strategic development; • Create framework for youth participation in the economic social, cultural and political life; • Promotion of healthy life style and sports; • Training and professional growth of human resources. Statistics • 976,400 youth aged between 15 – 29 years old approximately 28% of entire population, • 55,3% live in rural areas , • 32% - employed, 18% - unemployed, 50% - still studying, not officially registered as unemployed, or thinking to go abroad • In 2008 -19,000 marriages registered; 3,100 divorces, • Every 5th young person had been hospitalized. Legal framework • Law on Youth (adopted in 1999, amended in 2003, 2007) (youth age 16-30); • National Youth Strategy and the Action Plan (2004-2006; 2007-2008); • Local youth strategies in counties (2006) and the Action Plan (2007-2009); • Law on Volunteering (2010); • Government decision Nr. 1213 from 27.12.2010 approving support measures youth activities; • Under discussion is a new Law on Youth (2011); • National Youth Strategy and the Action Plan (2009-2013); • Under discussion is Regulation of Youth Resource Centres and local youth councils, non-formal education strategy, voluntary enforcement mechanisms, etc.. ; • Other laws and regulations • Law on Education/ National Strategy for Education and Curricula; • National Development Strategy (2008-2013); • Strategy for Development of the civil society (2008-2011); • Law on public associations.

Priorities for Ministry of Youth and Sports • Capacity building and strengthening youth polices (research, development, implementation, monitoring and evaluation) • Facilitating access of young people to employment and entrepreneurship; • Increasing youth participation and representation- access to influence and decision making; • Facilitating access to housing for young people; • Youth training, non-formal education, and Life Long Learning;

This means more than simply taking part in an activity. It refers specifically to the involvement in the process of identifying needs, exploring solutions, making decisions and planning action within communities and organisations that seek to support civil society.
