Statutory Guidelines • VSA TITLE 20, Section 38, Special Funds as amended June 2007. • “(a)(1) There is created a radiological emergency response plan fund, into which any entity operating a nuclear reactor or storing nuclear fuel and radioactive waste in this state (referred to hereinafter as "the nuclear power plant") shall deposit the amount appropriated to support the Vermont radiological response plan for that fiscal year,…” • “(2) Expenditures from the fund shall be made by the division of emergency management, subject to an annual legislative appropriation. As part of the annual appropriations process, the division of emergency management shall present a budget for the ensuing fiscal year that anticipates the expenditures that will be made from the fund. “

Annual Process • August – Local and state budget requests for the upcoming fiscal year due to VEM • September – Initial RERP budget drafted • Budget request follow-up and coordination between prospective sub-recipients, VY, and VEM • Sub-recipients include towns, response organizations, regional planning commissions, and state agencies • October – RERP budget finalized by VEM • Budget includes funds allotted for sub-grants as well as operating costs of personnel and program

Annual Process • November –VEM budget (including RERP budget) submitted to Department of Public Safety • December - Submission of the total DPS budget to the Department of Finance & Management • January - Submission of State Budget to Legislature • June – Budget award letters, sub-grants, and state agency MOUs issued for current fiscal year from Vermont Emergency Management

  5. Funding Stipulations • Eligible Applicants • Must be a part of or provide a service to the RERP Program • State agency, local jurisdiction, county jurisdiction, a support organization, or individual providing radiological response services. • Whenever possible, state agencies will absorb costs through their regular legislative appropriation. • Eligible Expenditures • Reimbursement or financial support shall be for personnel costs, operational costs, training costs (including exercises), and equipment costs necessary in support of the Radiological Emergency Response Program.
