After a Declared Disaster, Federal Funds may be available for Disaster Response and Recovery From: USDHS, Federal Emergency Management Agency’s (FEMA) Public Assistance Program (PA) for Non-Federal Aid Roads and Facilities USDOT, Federal Highway Administration’s (FHWA) Emergency Relief Program (ER) for Federal Aid Eligible Roads and Facilities

    3. TWO SEPARATE PROGRAMS With Separate Program Requirements FEMA PA Program uses Project Worksheets (PW) FHWA ER Program uses Damage Inspection Reports (DIR)

    4. DOTD Administers FHWA ER Program Similar to FHWA Urban Systems Program

    5. FHWA ER REIMBURSEMENT Actual Costs Reimbursement Actual Costs Must Be Documented Damage Inspection Report (DIR) Prepared Parish/City – State Agreement Required State Project Number Required

    9. EMERGENCY WORK – ACTUAL COSTS In-house Equipment Your Equipment Rates, if available. Otherwise, Blue Book. Documentation Equipment Usage Records Day, Location, Hours of Operation, Operator’s Name D. D.

    10. EMERGENCY WORK – ACTUAL COSTS Rented Equipment, Materials, Supplies Actual Costs Documentation Supplier’s Invoice, Inventory Stock Tickets, Payment Documents, etc. Procurement Process D. D.

    11. EMERGENCY WORK – ACTUAL COSTS Contracted Work Actual Costs plus Preliminary Engineering and Construction Engineering Costs Documentation Signed Statement Explaining Circumstances, Procedures Under Which Contract Services Were Procured Bid Advertisement, Bids, Bid Tabulations, Letters of Awards, Contracts, Notice to Proceed, Change Orders, Pay Estimates, Invoices, Invoices Backup, Copies of Checks, etc. D. D.

    12. FHWA ER DEBRIS REMOVAL AND DISPOSAL ELIGIBILITY ER Program reimburses “First Pass” only on Federal Aid Routes

FHWA ER DEBRIS ELIGIBILITY and REIMBURSEMENT Federal Aid Routes will be reimbursable by FHWA Emergency Relief (ER) Program First Pass Only Generally limited to storm placed debris Non-Federal Aid Routes will be reimbursable by FEMA Public Assistance (PA) Program Eligible debris only Covers subsequent passes on Federal Aid Routes
