CONFINTEA VI u BiH Before the conference CONFINTEA VI Policy and legal framework for Adult learning and Education There is no legal framework AE as an important strategic component for economic and social development is being neglected AE is treated as individual interest Same methodology and syllabus of instruction are used for children and vocational education for adults AE is not institutionalised Lack of public funding of AE

CONFINTEA VI in BiH State of Adult Education in BiH AE Sector institutionally and legally fragmented AE is marginalised, particurarly the system of continuing vocational education and training for adults Mismatch of professional profiles and labour market needs 5 %of population BiH are illiterate 8,7 % with no elementary education 34,9% with elementary education 49,7 % with secondary education 5,1% with higher education 4,3 % with university education

Strategic direction – Education and training for adults Short-term objectives: Register of existing providers of adult education and training is created Mid-term objectives: Legal framework on Adult Education and Training in BiH is adopted Standards and procedures for certification of educational institutiones for adults are developed Models of adult education and training are developed Models for evaluation of educational programmes are developed Strategy of alphabetisation in BiH is adopted Long-term objectives: Qualification frame for adult education is developed Network of education, information and counselling institutiones and centres for adults is established Illiteracy rate lowered from existing 5% to 2%
