SBIR and STTR Small Business Innovation Research (SBIR) Small Business Technology Transfer(STTR) Basically, the programs represent a process for small businesses to research and develop technology that is of interest or necessity to a number of federal agencies and our nation’s well being. the technology research and development center of alaska

  6. Phases The SBIR/STTR Program is a highly competitive three-phase grant program • Phase I is a feasibility study to evaluate the scientific and technical merit of an idea. Generally awards are for periods of up to six months in amounts up to $100,000. • Phase II is to expand on the results of Phase I and further pursue development through prototyping or pilot testing. Generally awards are for periods of up to two years in amounts up to $750,000. • Phase III is for the commercialization of the results of Phase II and involves private sector or non-SBIR Federal funding. the technology research and development center of alaska

SBIR and STTR Solicitations are released periodically from each of the agencies and present technical topics of R&D which the agency is interested in funding.   Companies are invited to compete for funding by submitting proposals answering the technical topic needs of the agency's solicitation. Difference between SBIR and STTR? STTR requires the small business to partner with a research institution. Can sub 66% of work. SBIR welcomes partnering, but not required.   8. TREND and Alaska EPSCoR TREND was established in 2001 to increase the number of Alaska companies participating in the SBIR/STTR program.

EPSCoR Phase 0 • TREND and the Alaska EPSCoR program entered an agreement to establish the Alaska Phase 0 program in 2002. • Effort to increase the number of SBIR proposals submitted from Alaskan businesses. • Phase 0 is a mini grant program to assist first time proposers with development of a Phase I proposal to increase its technical merit and competitiveness. • EPSCoR provides $70,000/year to deliver the Phase 0 program. the technology research and development center of alaska

  10. EPSCoR Phase 0 • Provides grants up to $5000 to assist small businesses in SBIR/STTR Phase I proposal preparation. • Second level of funding up to $15,000 for companies with currently funded projects. the technology research and development center of alaska

Phase 0 : Eligibility Eligibility Requirements: • Must be an Alaskan business or resident • Must submit a draft SBIR proposal to TREND 6 weeks ahead of the federal deadline • Funds must be used according to a scope of work based on a professional review and TREND’s recommendations the technology research and development center of alaska

Phase 0 Funds FY 2009 Staser Consulting Group LLCAnchorage, AK Award Amount: $5,000 National Science Foundation SBIR Phase I Project Title: “Information Integration and Exchange Framework for Regulatory Permitting” Phase 0 funds were requested to conduct several meetings between the Staser Consulting Group team and representatives from sate and commercial permitting offices to discuss project vision and functionality of the proposed integration of several databases. the technology research and development center of alaska

Phase 0 Funds FY 2009 Alaska Blues, LLC Ketchikan, AK Award Amount: $5,000 US Department of Agriculture SBIR Phase I Project Title: “Wild Berry Propagation for Small to Mid-size Farms in Alaska” Phase 0 funds were requested to enlist the services of a biochemistry consultant to generate pre-SBIR data for inclusion in the Phase I proposal. Scope of work included the consideration of value-added products, evaluation of complementary planting to increase crop yields, and evaluation of existing successful farming practices in regions with similar conditions. the technology research and development center of alaska

Phase 0 Funds Phase 0 funding has been used to: • Attend specialized training • Improve design drawings • Interview pioneer in the field • Offset costs of electronic literature searches • Arrange for product development consultation • Research industry design standards for helmets • Attend a National SBIR/STTR conference to meet with agency Program Managers the technology research and development center of alaska

  15. Phase 0 Bridge Grant Eligibility: Must be an Alaska company with a current Phase I or Phase II SBIR/STTR project. Funding amount up to $15,000 unless strong case for higher level is presented the technology research and development center of alaska

Phase 0 Bridge Grants FY 2009 Alaska Native Technologies Anchorage, AK Award Amount: $19,983 DOD-NAVSEA Phase 11 Project Title: “Compressed Gas Lift Bag Recovery Systems” Bridge grant funds were requested to address an issue identified in the agency review of the company’s Phase I report. There was concern about whether the proposed system would have an adequate response time. Bridge grant funding allowed for a proof-of-concept prototype system to be assembled and tested prior to the start of a Phase II. the technology research and development center of alaska

Phase 0 Bridge Grants FY 2009 Airborne Technologies, Inc Wasilla, AK Award Amount: $18,852 NOAA Phase II Project Title: “Autonomous Vessel-launched Unmanned Aircraft with Anomaly Detection and Reporting System” Bridge grant funds were requested for pre-Phase II flight testing and field testing of the UA prototype and which requires hand crafting sections of the device one at a time. Phase 0 Bridge Grants FY 2009 Mind Matters Research Anchorage, AK Award Amount: $20,000 NIH Phase II Project Title: “Multi-media Imagery Program for Breast Cancer Survivors” Bridge grant funds were requested to address a concern identified by funders in the company’s Phase II proposal. “No measures of cognitive impairment or sleep quality to ascertain whether the ERL program is actually impacting specific domains of function.” The Phase II proposal would be significantly strengthened by gathering program-related neurophysiologic and biophysiological date prior to the start of the Phase II project. the technology research and development center of alaska

Phase 0 Bridge Grants FY 2009 Scientific Fishery Systems Anchorage, AK Award Amount: $20,000 USDA Phase I Project Title: “Rural Coastal Alaska Fish Waste Conversion” Bridge grant funds were requested for early samples of salmon oil by products to be test marketed with selected health food stores. the technology research and development center of alaska

Phase 0 Funds FY 2009 Four Phase 0 awards and five Bridge Grants were awarded this reporting period that total $117,875 funds dispersed resulting in $579,997 of SBIR award dollars going to Alaska businesses. Phase 0 Funds FY 2009 TREND provided us with bridge funding to answer some critical questions regarding the commercial potential for our fish waste processing effort with the USDA.  TREND’s bridge funding sends a strong signal to the SBIR evaluators that the Phase I effort has additional support, an element of the review process that has become significantly more important with each agency.  I believe our bridge funding provided us with the opportunity to address some specific issues in our Commercialization Plan that ultimately led to a Phase II award.   -- Patrick Simpson, Scientific Fishery Systems, Inc. “Without TREND’s Phase 0 funds, several key collaborative relationships for this very complex application would not have occurred, and it would not have been possible to literally test, in advance, the videoconferencing technology that was a part of our Phase II submission.  Thanks to the support of TREND, we were funded for Phase II.  The in-depth critique from that award demonstrated that this additional testing was key to our award.”- Dr. Lyn Freeman, Mind Matters Research the technology research and development center of alaska
