  2. Two basic types of relationships: “Partnership” based: • Republic of Serbia – Kingdom of Norway • MIER – NMFA / Nor. Embassy • Sector Ministry – NMFA / Nor. Embassy • MIER – Sector Ministry “Contractually” based: • NMFA – Grant recipient • Proposal/Application • Letter of Approval • Confirmation of Recipient of Grant Mixed: • Client/Lead National Partner – Grant recipient • Proposal / Application • Letter of Approval • Specific MoU/agreement/contract

Roles and Responsible Norwegian State Audit • Audit of projects on ad-hoc basis – Financial and Efficiency • Accountable and reports to the Norwegian Parliament NMFA • Overall responsibility for assistance – final approvals • Decide priorities based on input from countries • Quality assure project implementation - monitoring Norwegian Embassy in Belgrade • Discussions regarding priorities and implementation • Communication with partners

Roles and Responsible MIER - Coordination body • Facilitate and quality assure programming process and provide recommendations on priorities • Communication to NMFA and partners • Follow up implementation process and provide relevant information and recommendation to NMFA Grant Recipient • Accountable to NMFA for use of grant and implementation of project • Financial Management • Procurement and Contracting (can also be delegated)

  6. Roles and Responsible Relevant Sector Ministry • Follow up implementation – participate/chair the steering committee • Monitor that project is implemented in line with GoS policies • Coordination with other projects and liaise with MIER Lead National Partner • Provide national expertise and know-how Customer / Client / Beneficiary • National Project Owner
