HOMECARE RE-ABLEMENT: Background to Development in England DRIVERS • As a result of vfm reviews • Relatively high cost of in-house services • Increasing demand for homecare. • Hours increased by approx 80% (1993 – 2004) albeit users reduced by approx 28%. • Demand projected to increase even in ‘improved health’ scenario due to lag between improvements in life expectancy and healthy life expectancy. • Councils unable to lift the FACS ‘bar’ much further: most at substantial and above already • Availability of Care Staff • Demographic changes = proportion of people within age bands that historically deliver and support care will reduce so recruitment to match demand impossible • Policy • Promoting Independence • Individual Budgets and Self Directed Support

  4. HOMECARE RE-ABLEMENT: Does it work ? Based on the body of evidence • We know it works • 5% no longer need a homecare package versus 53% to 68% • We know it can be implemented in various forms / structures • Enabler or mixed skilled teams • Hospital discharge support or intake and assessment • Joined with health or links to health • We know that the benefits can last • Average of 36% to 48% of people 24 months later not req’d homecare • Average of 34% to 54% had maintained or reduced their homecare package

  5. HOMECARE RE-ABLEMENT The question for English Councils is no longer should they adopt homecare re-ablement but • Which form of service should it be? • How should it fit with other services? • How should they plan, evaluate and implement?
