  4. SR PMO Program Manager • Melinda Bailey: Marine and Public Program Meteorologist. Fort Worth, Texas, Southern Region Headquarters since 2000. • Under the Met Services Branch • Other Regions are under Obs arena

  5. SR PMO Program Manager • Supervisors for the PMOs in SR are the MICs at the associated WFOs. • Conduit for policy, issues, implementation, and coordination with VOS Program Managers and staff.

  6. Budget • Each WFO gets a certain amount of money each year depending on the budget for DOC • The WFO provides monies for local travel and supplies. • At times, SRH (specifically Met Services Branch) will pay for trips or equipment if the WFO cannot afford the extra expenses. • SRH pays for cell phone, laptops, and GSA vehicles. • Some WFOs include the PMO computers in their office cyclic replacement.

  10. Future Recommendations for VOS • Update VOS Management Report • Implement VOS equipment life cycle support plan • Implement VOS Awards Standard • Develop a Maritime College Training Syllabus • Implement Facebook Page (maybe Twitter, also?)

  11. SR VOS Goals 2014 - 2015 • Continue to improve Ship Observation QC • Convert over to TurboWin 90% • Maintain Ship Metadata above 90% • Fill New Orleans PMO position

SR VOS Short Term Goals (2015-2016)•  100% of U.S. VOS Fleet migrated over to TurboWin by fall 2016   (excluding NOAA Vessels)•  VOS Database Upgrades•  Update and implement VOS Equipment and Life Cycle Support Plan•  Develop ways of promoting VOS within NWS/NOAA•  Make a determination to keep or revise the Marine Weather Log (MWL)

SR VOS Long Term Goals • (2016-2025)•  Develop a low cost Automated Weather System (AWS). 25% of U.S VOS Fleet AWS by 2025.•  Maintain 25% of U.S. VOS Fleet VOSClim capable•  Develop a strategic partnership with U.S. Maritime Shipping Companies•  Develop a strategic partnership with U.S. Maritime Colleges • Technical training/continuing education for PMO's like they have for the HMT's and COOP/ OPL programs

  14. Hazardous Duty Pay • We may want to consider that the PMOs get Hazardous Duty Pay:

  15. Questions • What would be the impact on OPC if the number of ship observations decreased by 15%, 25%, 50%? • At OPC/TPC, who is the point of contact for PMOs to provide feedback from the Masters and Mates?

  16. Help from PMOs – Tsunami • The Tsunami Program Managers would like your help in talking to the captains and shipmates about what their actions are if a Tsunami Warning or Watch is issued. • Do they stay in port or leave port? • Do they know if they are able to receive tsunami products or warnings? If so, how? • Please send any responses to Melinda Bailey who will forward to others in the Tsunami Program. Thanks!

  17. SR PMO Accomplishments • The PMOs will be talking about their own accomplishments, so I wont rehash them here. • Outreach, Documentation, Collaboration, statsS etc.

VOS and the PMOs • The VOS program contributes significantly to our nation’s worldwide weather data observing capabilities.   • These data fill large voids in oceanic surface analyses, benefiting WFO, TAFB and OPC forecasters, private sector interests, and global modeling efforts.  The resultant improved NWS and private sector marine forecasts, in turn, significantly aid our nation’s maritime commerce. • The PMOs play a key role in fulfilling this capability: They are the face of the NWS / NOAA to the Maritime Community. They are the ones talking on behalf of NWS. We need to arm them with the best information, training, support, and resources.
