  3. 1998 OSM developed WCAP 1999 Congress funded $750,000 Funds specifically for non-profit organizations $100,000 for design, monitoring, project administration, and construction

  4. WCAP Requirements • Applicant must be a non-profit organization - 501(c)3 • Project must be eligible for AML funding • Project must involve other partner(s) Current matching rate is 2:1 (WCAP portion 33% of total cost) • Applicant must have good information on water quality and flow

  5. What WCAPs Can Fund • Administrative Costs specific to WCAP project • CONSTRUCTION COSTS • Design Costs • Monitoring Costs (post WCAP Award) • Construction Inspection

  6. Getting Started • Know who to deal with: • Property Owners • Basin Coordinators • State AML Contacts

  7. Get Permission to be on the property • Identify Sources of AMD • Monitor and Sample

  8. FUNDING PARTNERS • State EPA Agencies -Division of Water -EPA 319 Funds • CORPS/NRCS/USFS/EPA/ Federal Govt. agencies • State SMCRA Partners - WVDEP -AML • Miscellaneous grants (Trout Unlimited, various foundations) • In Kind Services VOLUNTEERS • Mitigation Funding

  9. Application Requirements • Application must be complete - forms signed • WRITTEN Rights of Entries • Conceptual Design (Active or Passive) • Anticipated Project Benefits- • Life Expectancy of System

  11. Other WCAP Requirements • Must Obtain All Permits Needed • Must meet NEPA requirements • Must be AVS approved • Must get Eligibility from State AML
