  2. 27% of 2019-20 Capacity Allocated Through August 2019 $7.1 Billion Allocation Capacity • Includes authorized changes through August totaling -$32 million for the SHOPP. Amounts may not sum to totals due to independent rounding. • Augmented due to redistribution of federal funds and increased State Highway Account assumed interest. • Other represents Aero, ATP and Bonds.

  3. Road Maintenance and Rehabilitation Account Fund Balance • At the end of Fiscal Year 2018-19, the RMRA Cash Balance was $2.5 billion • Current project and program commitments for RMRA equal $3.6 billion • This cash balance results from the time needed to plan, develop, and implement projects • Caltrans is aggressively delivering projects as quickly as possible to use available resources

State Highway Account Fund Balance • At the end of Fiscal Year 2018-19, the SHA Cash Balance was $1.8 billion • Current project and program commitments for SHA equal $4 billion • The cash balance is impacted by past actions taken to bolster the SHA and avoid insolvency • The current and prior Fund Estimate assumptions increased programming capacity for multiple years in order to better use available resources • $600 million decrease during second half of the year

Federal Funding Update • August Redistribution (AR) is the process wherein the FHWA redistributes unused Obligation Authority to States with a demonstrated need • California has been quite successful in past years • For 2019, California received over $330 million • Approximately $2.2 billion over the last 10 years • 2018 AR was unusually large because it involved the redistribution of unused funds for two grant programs Note: 2019 August Redistribution based on U.S. Department of Transportation Notice, pending FHWA processing

Federal Funding Update (cont.) • America’s Transportation Infrastructure Act (ATIA) of 2019 • ATIA contains proposals for the Federal Surface Transportation Act reauthorization • ATIA proposes an estimated $4.8 billion annually for California over a 5-year period, an increase of 24 percent • ATIA proposes to increase focus on safety, wildlife crossing mitigation, resiliency, greenhouse gas emission reductions, and bridge investment • ATIA proposes to continue funding to test the feasibility of alternative revenue options, including road usage charging
