  4. There is a threshold value for each variable that, when exceeded, ensures a target PFA is met, regardless of the value of the second variable. The influences of measurement process uncertainty and EOPR on the PFA model are non-linear For a 2.0% PFA, the model saturates at 89% EOPR 4.6:1 TUR For a 2.7% PFA, the model saturates at 85% EOPR 3.35:1 TUR For any given EOPR value, there is a corresponding maximum PFA.
