Building blocs of PAF 2010 • Temporary Process Actions: # 22 - TPA’s reflection of strategic measures that need to be taken by GoT to reduce poverty in Tz • Outcome indicators: # 37 • Alignment with M/M: PAF mirrors M/M 5-year targets where possible • Strong GoT ownership • PAF 2010 is expected to be finalized and agreed by Friday, 5 March 2010

All TPA’s are important, but some of the critical reform areas are: • ENERGY: additional power generation capacities of at least 160 MW to be operational by December 2011 • BUSINESS ENVIRONMENT: roadmap to improve BE by March and implement critical ST priority actions by Oct. ‘10 • AGRICULTURE: Agricultural Marketing Strategy & phased elimination of local crop cess taxes from 5% to 3% to 0% within two fiscal years • PPP: implementation of PPP policy including operational PPP agency by November 2010 • ALLOWANCES: Reduction of overall expenditure on duty facilitating allowances and honoraria in MDA’s and promotion of positive use of allowances in underserved areas • PFM: implementation of PFM action plan Some critical TPA’s for 2010

  5. Performance monitoring through sector and cluster working groups (SWG/CWG) • Quarterly Troika+ meetings chaired by H.E. Minister Mkulo or by PS Khijjah • For the GBS cycle of 2010: performance monitoring of the PAF 2010 will take place through same process as last year • But: key messages are guidance, not a second PAF • Close monitoring by PRBS DP’s Process on performance monitoring
