Proposal Level Agency Initiated Changes: Changes are based upon: • High level of public comment (over 2,800 responders) • In depth review by the Attorney General’s office and the NJDOE Changes reflect: • Cleaning up processes/procedures and order of operations • Providing additional time for district/public comment • Removing proposed items that were causing confusion
Overview Proposed regulations accomplish three major goals: 1. • Strengthen the application and review process to ensure strong charter programs and increase the availability of high quality seats 2. • Provide tools for accountability and assessment to promote student achievement 3. • Systematize school closure procedures
DEFINITIONS REMOVED or REVISED: • Conditional and Restructured Renewal • These proposed revisions have been withdrawn as duplicative • District of Residence • Removed the term “…comprised of contiguous school districts…” • Region of Residence • Removed the term “contiguous” and the proposed addition of the phrase regarding “schools focusing on online instruction.” ADDED: • Demonstrable Experience • A record of success in improving the academic performance of at-risk students and evidence of financial stability.
6A:11-2.1 Application and approval process • 6A:11-2.1(d) • Enables the Commissioner to grant additional time for public comment • 6A:11-2.1(h)11 • Replaces the less applicable “emergent hiring” form with budgetary requirements for the preparedness visit • 6A:11-2.1(m), now (l) • The Department is re-inserting the requirement that a charter school locate its facility in its district of residence or in one of the districts of its region of residence.
