  2. Introduction • ECA Annual report (June 2004 to May 2005) • Provides an overview of the major events and activities undertaken by the Commission • The report also informs policy making at: • Country • Regional • Global levels Annual Report 2005

Major Events • ECA prepared African countries for the following important international events: • The ten- year review of the International Conference on Population and Development in Africa (ICPD+10) (June 2004) • The ten- year review of implementation of the Beijing Platform of Action (February 2005) • The policy session of the Commission on Sustainable Development (CSD 13) focused on water, sanitation and human settlements (April 2005) Annual Report 2005

Major Events (cont’d) • The forthcoming global review of the progress towards meeting the Millennium Development Goals – MDGs (September 2005) • The second phase of the World Summit on the Information Society (WSIS) (November 2005) • Preparation of negotiating positions on WTO issues within the framework of the Doha Development Agenda • Preparation for WTO Ministerial meeting to be held in Hong Kong (December 2005) Annual Report 2005

ECA Programme of Work • Objective: To strengthen capacity of member States to design and implement appropriate economic and social policies and strategies for achieving sustained economic growth for poverty reduction in line with the priorities of Millennium Declaration and NEPAD. The eight (8) subprogrammes are : • Facilitating economic and social policy analysis • Fostering sustainable development • Strengthening development management • Harnessing information for development Annual Report 2005

ECA Programme of Work (cont’d) • Objective: To strengthen capacity of member States to design and implement appropriate economic and social policies and strategies for achieving sustained economic growth for poverty reduction in line with the priorities of Millennium Declaration and NEPAD: • Promoting trade and regional integration • Promoting the advancement of women • Supporting subregional activities for development • Development planning and administration Annual Report 2005

Major Activities / Products • The Economic Report on Africa (ERA) 2005: • Assesses employment and poverty challenges facing Africa • Proposes a series of employment-enhancing strategies to increase demand for labour,develop quality, skills and productivity of the workforce • To improve workplace policies and conditions • African Poverty Reduction Strategy Papers Learning Group (PRSP-LG) has revealed that: • The first generation PRPs lacked enough emphasis on comprehensive growth strategies and the importance of employment creation to reduce poverty Annual Report 2005

Major Activities / Products (cont’d) • The second generation will need to focus on sources of growth with emphasis on the agricultural sector and global trade • Plenary in Egypt (May 2005) • Advisory Board on Statistics in Africa in 2004, in collaboration with • The African Development Bank (ADB) • The Partnerships in Statistics for Development in the 21st Century (Paris21) and • World Bank Annual Report 2005

Activities of ECA Subregional Offices At subregional level, ECA provided policy support to its member States and RECs through its five subregional Offices (SROs) as follows: • Central Africa • Policy interventions on strengthening regional integration • Enhanced policy dialogue on development issues • Provided advisory services to ECCAS and CEMAC on informal trade, harmonization of transport programmes and development of work programmes • Collaboration with BDEAC on attracting investments Annual Report 2005

Activities of ECA subregional Offices • East Africa • Policy support to member States and RECs on • Active role in Great Lakes Initiative for forthcoming UN/AU international Conference (May 2005) • Collaboration with COMESA, EAC, IGAD, Northern Corridor Transit Transport Agreement and CEPGL in enhancing regional integration Annual Report 2005

Activities of ECA subregional Offices • North Africa • Policy interventions on enhancing policy dialogue on development issues • Close collaboration with Secretariat of Arab Magreb Union (AMU), UNDP Regional Programme for ICTs for Development in Arab Region (ICTDAR) to develop telecommunications in the subregion Annual Report 2005

  13. Activities of ECA subregional Offices • Southern Africa • Policy support to its member States and RECs • Close collaboration with SADC, EAC and COMESA in areas : • Transport development • NEPAD • Gender (COMESA Ministers of women affairs/Gender) Annual Report 2005

Activities of ECA subregional Offices • West Africa • Supported its member States and Intergovernmental Organizations • Assisted ECOWAS in preparation of Medium-Term Strategic Plan (MTSP) • Collaboration with ADB,UEMOA,CEN-SAD and UNDP in APRM • Preparation of West African investment Forum (2005) Annual Report 2005

  15. African Development Forum • African Development Forum - ADF IV (October 2004) • Organized in collaboration with ADB and AU under the theme “Governance for a progressing Africa” • Over 1000 participants • 10 Point Action Plan adopted Annual Report 2005

NEPAD • NEPAD • Regional Economic Communities (RECs) capacity building • Comprehensive Africa Agriculture Development Programme (CAADP) • Short-Term Action Plan for NEPAD (STAP) • UN Regional Consultations • Active support to APRM process and participated in six country missions (Ghana, Rwanda, Kenya, Mauritius, Uganda and Nigeria) Annual Report 2005

Outcomes of meetings of Policy Organs • Committee on Human Development and Civil Society- CHDCS (May 2005) • Addressed policies for stakeholder participation in: • National budgeting • Public-private partnership for social services delivery: Water and sanitation • APRM • Committee in Development Information- CODI (April 2005) • Adopted a Plan of Action (PoA) aimed at accelerating progress in building an effective and knowledge economy to enhance economic growth and sustainable development in Africa. Outcomes of meetings of Policy Organs • Committee on Regional Cooperation and Integration – CRCI (March 2005) • Addressed policies and modalities for regional integration at national level, reviewed progress for greater inter-African trade and assessed status of WTO negotiations and EPAs • Bureau of Committee on Sustainable Development – CSD (November 2004) • Discussed progress made in implementation of recommendations of CSD3 and define scope of work for CSD4 • Policy session of CSD13 focused on water, sanitation and human settlements (April 2005) Annual Report 2005

Major issues discussed included the following: • Twentieth ICE Meeting-North Africa (April 2005) • Major issues discussed: • Improved macro-economic policies and diversification • Women’s economic participation • Attainment of MDGs and NEPAD • Water resources development • Greater utilization of Information technologies in development • Considered conclusions of workshop on “Women: Source of Wealth and Job opportunities” Annual Report 2005

Technical Cooperation • Technical cooperation programme is on the following areas: • Statistics • Water resource management • Sustainable development • Promoting good governance practices for achieving sustainable development • Integrating gender concerns in development • Harnessing information and communications technology for development • Capacity building for trade negotiations within WTO multilateral framework Annual Report 2005

Development Account • Provides a common platform for technical cooperation requests that are unforeseen when the proposed programme budget for the Commission is formulated • ECA has a portfolio of individual multi- year projects delivered mostly through advisory services and training, designed to build capacity (national, regional and sub regional focus) in strategic areas for socio- economic development in Africa • The projects are formulated and implemented within a framework of the executive committee to avoid duplication and to optimize the use of scarce resources Annual Report 2005
