  2. What is the STCW? INTERNATIONAL CONVENTION ON STANDARDS OF TRAINING, CERTIFICATION AND WATCHKEEPING FOR SEAFARERS

  3. Brief History of STCW • Drafted at IMO in 1978 • Entered into force in 1984 • Amended in 1995 • Amendments entered into force in 1997 • Manila Amendments in 2010 • Manila Amendments effective 2012

  4. Purpose of STCW • Previous standards of training, certification and watchkeepingwere established by individual governments. • Without reference to practices in other countries. • Standards and procedures varied widely.

  5. Manila Amendments • New rest hours for seafarers • New grades of certificates of competence for Able seaman in both deck and engine • New and updated training, refreshing requirements • Mandatory security training • Additional medical standards • Specific Alcohol limits in blood or breath.

  6. STCW Implementing Provisions • Federal statutes: no federal statute specifically enacts STCW • Federal regulations: 46 CFR Parts 1, 10, 11, 12, 13, 14 and 15 • Federal Policy: Navigation and Vessel Inspection Circulars

  7. Recent Developments • December 24, 2013: Final Rule Implementing Amendments (78FR77796) • Purpose is to harmonize and incorporate the requirements for national licenses with those of the STCW and its 2010 Manila Amendments • Amending existing domestic regulations to bring U.S. into conformity • Ensure U.S. stays on the “White List” of countries giving STCW full effect. (Comity)

What is Being Changed? • Medical certificates reduced from 5 years to 2 years on STCW vessels • Require leadership/management skills for management level credential • Engine Room Resource Management training for engineers for operations level credential • New STCW endorsement for basic and advanced oil/chemical/LNG cargo ops

  9. What is Being Changed? • Safety refresher training every 5 years for all STCW-endorsed mariners holding select credentials • Personnel serving as able seafarers on STCW vessels must meet the requirements for certification.
