  2. Emergence of performance measures led to formation of the Standing Committee on Performance Management (SCOPM)

  3. 8 Task Forces were assigned to look at performance measures in specific areas: Safety Preservation Congestion Environment System Operations Freight/Economic Development Comparative Performance Measures Planning and Programming Process

  4. The Task Force has hosted two events

  5. It’s easy to get distracted as to why it won’t work But we need more data!!!

  6. We hold these truths to be self evident… • a performance-based approach is appropriate • a national performance-based approach is coming • DOTs and MPOs need to have a strong voice at the table

  7. Nine Workshop Themes and Ideas

  8. 1. States and Local Agencies should have a role in setting targets

  9. 2. State and local politics must be accommodated

  10. 3. There must be a balance between data-driven and qualitative decisions

  11. 4. Performance measures should be used to report progress towards national goals – and they should roll up to the national level

  12. 5. ARRA can serve as a pilot for what works in reporting

  13. 6. USDOT should represent the national interest during planning process

  14. 7. USDOT should approve the process not the targets themselves

  15. 8. The current pipelines of projects must be allowed to fit

  16. 9. Recognize that it could take a few authorization cycles before we get where we want to be
