Cross-compliance • Cross Compliance (CC) was introduced in 2005 as part of the Midterm Review of the CAP (EC-Regulation 1782/2003) • Recently further adjusted (EC-Regulation 73-2009) • It makes receipt of the direct payment aid (SFP), conditional on farmers meeting Statutory Management Requirements (SMRs) and Good Agricultural and Environmental Condition (GAEC). Objective • In the CCAT project an integrated assessment is made of the effects of CC-obligations on agricultural markets, producer’s income, consumer’s welfare, land use, soil, water, air, climate, biodiversity and landscapes, as well as animal welfare and public health. • The main objective of this project is to develop an analytical tool that enables the assessment of the impact of (a selection of) all Statutory Management Requirements (SMRs) and Good Environmental and Agricultural Conditions (GAECs) falling under the EU CC-policy at regional level.
