  4. What compromises arose? • 3/5 Compromise: A portion of the slave population was counted for representation • Commerce Compromise: The government would not tax exports for 20 years

  5. Anti-Federalists • Opponents of the new constitution from the Upcountry • They opposed a strong federal government • They feared the elite would have greater power
