Change Order #4 for Positive Train Control Project - October 17, 2013

Purpose: Change in scope of the original PTC contract (11046 OS) removing the peer to peer radio communications network and adding the engineering, procurement, installation, test and commission of the network utilizing the fiber optic infrastructure previously installed. Background: The PTC contract originally awarded to Herzog did not originally utilize the fiber optic network. Eliminating the peer to peer radio communications and using the fiber network provides for future expandability and a more robust system. Background

  3. Addition = $2,905,150.03 Includes the engineering, procurement, installation, testing, and commissioning of the fiber network. Deduction = $1,815,583.00 Deletes existing scope associated with the Wayside Segment that is no longer being implemented including field installation, including labor and equipment, wayside communications component material, spare material, test equipment and special tool allowance, and training. Net = $1,089,567.03 PTC Contract 11046-OS

Staff recommends that the Board authorize the Executive Director to issue a contract change order to Herzog Technologies, Inc. to deduct scope to remove the peer to peer radio communications network in the amount of $1,815,583.00 and to add scope in the amount not-to-exceed $2,905,150.03 for the communications network utilizing the fiber optic infrastructure, with the net difference being $1,089,567. These changes will allow the PTC project to comply with the performance specifications required for the PTC project. Recommendation
