  2. Goals of Presentation • Provide an overview of SAMHSA grants programs and resources • Highlight some culturally-relevant approaches to addressing mental health and substance abuse programs • Discuss how SAMHSA grants and resources could link with AoA Title VI services

Access to Recovery (ATR) • Grants to carry-out voucher programs for substance abuse clinical treatment and recovery support services • $96 million available in FY 2007 • Up to 18 grant awards • Anticipated award amount is up to $7 million per year for up to 3 years • Applications due June 7, 2007 • http://www.samhsa.gov/Grants/2007/TI_07_005.aspx

  5. Targeted Capacity Expansion Grants • Grants to expand and enhance the community's ability to provide a comprehensive, integrated, and community-based response to a targeted, well-documented substance abuse treatment capacity problem and/or improve the quality and intensity of services

Older Americans Substance Abuse and Mental Health Technical Assistance Center • Mission is to enhance the quality of life and promote the physical and mental well-being of older Americans through the provision of technical assistance by reducing the risk for and incidence of substance abuse and mental health issues late in life. • Provide technical assistance and training • Identify evidence-based geriatric substance abuse, mental health, health promotion and education programs • http://www.samhsa.gov/OlderAdultsTAC/index.aspx

Addiction Technology Transfer Centers (ATTCs) • Purpose is todevelop and strengthen the workforce that provides addictions treatment services • ATTCs will assess the training and development needs of the substance use disorders workforce, and develop and conduct training and technology transfer activities to meet identified needs • Provide technical assistance on treatment-related issues through partnerships with Regional Indian Health Boards • Will be underway in early FY 2008

  13. Native American Technical Assistance Resource Center • Provide targeted technical assistance to current Tribal Strategic Prevention Framework State Incentive Grants (SPF-SIG) grantees and prospective grant applicants

Older Adult Practice Implementation Resource Toolkit • Focus on older adult depression; address some disorders that are commonly co-occurring with depression • Reach out to three types of provider audiences- mental health specialty, primary care providers, and aging social services and area aging networks • Provide decision support to choose the best type of evidence-based practice given the settings and population • Highly navigable, searchable, and semi-interactive CD-Rom; available in 2008

HHS Indian Country Methamphetamine Initiative • Address outreach and education needs of Native American communities on meth abuse • Developing national information and outreach campaign and a culturally specific meth abuse education kit • Documenting and evaluating promising practices in education on meth use • Creating meth awareness multi-disciplinary education teams

HHS Indian Country Methamphetamine Initiative (continue) • 5 Sites • Winnebago Tribe- prevention site • Navajo Nation and the Northern Arapaho Tribe- intervention and treatment sites • Crow Tribe and Choctaw Nation- treatment and recovery sites • $1.2 million awarded to American Association of Indian Physicians and its partners • SAMHSA Partnership with HHS Office of Minority Health, Indian Health Service and NIH

  19. Regional Planning Events to Address Methamphetamine Use • 4 Planning events to help States with their legislative and policy efforts to combat meth use and identify best practices that will be replicated in other States • 21-person State team, including Tribes and Tribal organizations • Partnership with SAMHSA, Office of National Drug Control Policy, Department of Justice/Office of Justice Programs/Bureau of Justice Assistance, National Alliance for Model State Drug Laws

Tribal Policy Academy on Co-Occurring Substance Abuse and Mental Health Disorders • Purpose is to improve and expand access to effective, culturally relevant, and appropriate prevention and treatment services and supports • Bring together Tribal Teams of officials and nationally recognized faculty and facilitators who will assist the Teams to develop an Action Plan for expanding access and improving co-occurring treatment and prevention services in their communities • September 2007 in Albuquerque, NM

  21. Tribal Consultation Policy • Based on revised HHS Policy (2005) • Tribal-Federal Technical Team convened • 90-Day Public Comment Period • Approved by SAMHSA Administrator (March 2007)

Linking SAMHSA Grants and Resources with AoA Title VI Services • AoA’s reauthorization (signed October 2006) included new mental health provisions (no mandates) • Under Title II • To develop objectives, priorities, and a long-term plan for supporting State and Local efforts involving education about and prevention, detection, and treatment of mental disorders

Linking SAMHSA Grants and Resources with AoA Title VI Services • Under Title III • In coordination with the State agency and with the State agency responsible for mental health services, increase public awareness of mental health disorders, remove barriers to diagnosis and treatment, and coordinate mental health services (including mental health screening)
